The National Agency for Ports and Navigation awarded the firm NADIR Soluciones Integrales SAS the “Comprehensive Multimodal, Systemic, and Georeferenced Survey Service of Port Infrastructures” for $2,550,000,000. The measure was established by Resolution 60/2026 (RESOL-2026-60-APN-ANPYN#MEC), signed on October 9, 2026, by executive director Iñaki Miguel Arreseygor and published in the Official Gazette of the Argentine Republic on October 15, 2026, in its First Section.
The contract covers land areas, aquatic areas, and land-water interface zones throughout the country, with an execution period of TWELVE (12) months starting from the completion of the Purchase Order, with an option for a one-time extension for a period equal to or less than the original. The award was made under the Open Purchase Order modality, within the maximum quantities provided in the bidding documents, without this obligating the agency to request the totality of the services.
A single bid and a report without challenges
The procedure was Public Tender No. 508-0001-LPU26, of a single stage and national scope, processed under file EX-2026-63223678-APN-GCLYA#ANPYN and disseminated through the COMPR.AR system. The call had been authorized by Resolution 45/2026 (RESOL-2026-45-APN-ANPYN#MEC), dated August 3, 2026, which approved the Particular Terms and Conditions and the Technical Specifications.

- Estimated amount in the procurement request: $2,573,550,000.
- Evaluation Commission: designated by Resolution 45/2026; issued a favorable report considering the bid admissible, technically compliant, and at a convenient price.
- Challenges: the report was not subject to any challenge within the period specified in article 22 of the bidding documents.
Technical scope of the survey
According to the recitals, the procurement responds to the “Regularization Program for Movable and Immovable Property in Port Jurisdiction,” approved by Resolution 26/2025 of the Agency itself. The objective is to have a comprehensive system that allows for the generation of georeferenced images, three-dimensional models based on point clouds, and spatial databases.
This input will allow for the completion, updating, and consolidation of cadastral information for properties within the national port jurisdiction, the correct delimitation of said jurisdiction, progress in the ownership regularization of properties, and the strengthening of the agency’s geographic information systems. The procurement was exempted from benchmark price control, pursuant to article 3, paragraph f), of SIGEN Resolution No. 36-E/2017.
Financing and execution control
The expenditure will be covered by items from the General Budget of the National Administration, Jurisdiction 50, Entity 673, Financing Source 1.1, Subsection 3, Main Item 9, Partial Item 9:
- Fiscal Year 2026: $643,387,500.
- Fiscal Year 2027: $1,906,612,500.
Resolution 60/2026 delegated to the Legal and Administrative Coordination Management the authority to authorize the purchase order and appointed the members of the Reception Commission, which will verify the fulfillment of the services. Bruno Holzmann, Maximiliano Sposaro, and Juan Francisco Peyregne were appointed as titular members, and Vera Merdek, Manuela Bunge, and Mariano Costanzo as alternates. The measure was also disseminated through the notice in the Third Section of the same bulletin, corresponding to Public Tender 1/2026.
The contract represents one of the highest disbursements of the year regarding port infrastructure and aims to organize the cadastre of the properties under national jurisdiction, a preliminary step to any ownership regularization or investment in works. Its execution extends across two budget years; therefore, the monitoring of the purchase orders actually issued will determine how much of the maximum awarded amount is converted into services rendered.
