Puertollano rectifies the rules for the Local Police Sub-Inspector position due to material errors
Por FactBox Admin

The Puertollano City Council has rectified the rules governing the call for one Sub-Inspector position of the Local Police via internal promotion, corresponding to the 2026 Public Employment Offer. The correction is formalized in Mayoral Decree 2026-6005, dated October 20, 2026, and published in the Official Gazette of the Province of Ciudad Real number 204, Thursday, October 22, 2026, in announcement number 3415 (pp. 9988-9989).
Correction of a decree from two weeks ago
The original rules were approved by Mayoral Decree 2026-5711, dated October 5, 2026, and were published in the Official Gazette of the Province of Ciudad Real number 197, dated October 13, 2026. Having noticed a material or factual error in its wording, the Council activated article 109 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations, which enables administrations to rectify material, factual, or arithmetic errors in their acts at any time.
The file is based on the proposed Resolution PR/2026/7294, dated October 20, 2026, and on the competence that article 21.1.h) of Law 7/1985, of April 2, regulating the Bases of Local Regime, attributes to the Mayor’s Office. The decree also orders the publication of the rectification in the provincial gazette, a procedure that has been fulfilled with the insertion in number 204.
Three amendments: minimum grade and category of the selective course
The rectification affects three specific sections of the rules, two of them relating to the selection process and one to the appointment:
- Point 6.2, opposition phase, second test (knowledge test): where a minimum grade of 20 points was required to pass the test, a minimum of 10 points is now required.
- Point 6.2, grading of practical cases: each case will be graded from 0 to 10 points —previously 0 to 20—, with the final grade being the arithmetic mean of all of them.
- Point 10.1, career appointment and taking office: the proposed candidate will complete the selective course of the Citizen Protection School corresponding to the category of Sub-Inspector, and not Inspector as previously stated.
- Point 10.3, content of the selective course: the skills and abilities to be acquired are linked to the job positions of the Sub-Inspector category, instead of Inspector.
The first error was the one with the greatest practical impact: the requirement of 20 points as a minimum coincided with the ceiling of the grading scale, meaning the test was materially impossible to pass as it was written. The other two amendments corrected a reference to a higher category —Inspector versus Sub-Inspector— in the training itinerary following the completion of the process.
A competitive examination process and a single vacancy
The call for applications is resolved through a competitive examination system (concurso-oposición) and comprises a single position for Sub-Inspector, reserved for internal promotion from lower categories of the force. The reference syllabus is listed in Annex II of the rules, to which the knowledge test expressly refers, which is completed in writing within a maximum time of one hour.
The decree appears signed in the bulletin by the Head of Section of the B.O.P., Juan Luis Cuadros Campo, with a signing date of October 21, 2026, one day before the publication of issue number 204.
The rectification arrives nine days after the initial publication of the rules and before the process advances, so that applicants already have the corrected text. For the officers of the force preparing for internal promotion, the change clears up the main uncertainty of the process: the minimum grade required in the knowledge test and the category to which the selective course of the Citizen Protection School is linked.
