Puertollano approves the final list for four Local Police positions

The Puertollano City Council has approved the final list of applicants and the composition of the evaluation committee for the mobility competition to fill four Local Police positions. The decision is formalized through Decree No. 2026-5895, dated October 13, 2026, published in the Official Gazette of the Province of Ciudad Real No. 199, dated October 15, 2026, in the Local Administration section (Announcement number 3333). The competition will be held on Friday, October 16, 2026, at 10:00 AM at the Headquarters of the Puertollano Local Police.

From the provisional list to the final list

The rules of the call were published in the Official Gazette of the Province of Ciudad Real No. 124, dated July 2, 2026. The procedure began with Mayoral Decree No. 2026-5516, dated September 25, 2026, disseminated in the Official Gazette of the Province of Ciudad Real No. 187, dated September 29, 2026 (Announcement number 3095), which approved the provisional list of admitted and excluded applicants and opened a period of five business days to correct defects and submit appeals.

After this period passed without claims, the new decree declares that the provisional list becomes final. The applicants admitted in the provisional list, who now acquire final status, are:

• Manuel Casas Heredia
• Ismael Nieto Acero
• Diego Pérez Mora
• David Ramírez Fernández

No excluded applicants were recorded. The four positions correspond to vacancies in the body’s Job Position List, and their filling is resolved through the mobility system, that is, through the transfer of officers already active in other squads.

Evaluation Committee

The decree also details the members of the body that will judge the competition, with principals and alternates for each position:

• Chairmanship: principal Antonio Fernández Pérez; alternate José Antonio Montañés Morales.
• Secretariat: principal Juan Alfredo Guzmán Mansilla; alternate Ezequiel Aparicio González.
• Principal Members: Francisco Javier Pozo Luchena, Antonio Mansilla Fúnez, Francisco Javier Trujillo Loro, and Juan Carlos Culebras Soriano.
• Alternate Members: Luis Miguel Huertas Ruiz, Diego Serrano Tapia, Juan Ramón Cubero López, and Luis Francisco Barragán Ruiz Moreno.

Holding of the competition and means of appeal

The evaluation act will take place at the Headquarters of the Puertollano Local Police on Friday, October 16, 2026, at 10:00 AM. The agreement, adopted in Puertollano on October 9, 2026, exhausts the administrative route, therefore the following may be filed against it:

• Optional appeal for reversal (recurso potestativo de reposición) before the same body that issued the act, within one month from the day following the notification.
• Contentious-administrative appeal before the Contentious-Administrative Court of Ciudad Real, within two months from the day following the receipt of the notification.

Both avenues comply with articles 123 and 124 of Law 39/2015, of October 1, and articles 8, 45, and 46 of Law 29/1998, of July 13. The filing of the appeal for reversal does not suspend the execution of the contested act, unless a provision establishes otherwise.

Impact for agents

The resolution closes the administrative phase of a process of direct interest to local police officers seeking a posting in Puertollano: four vacancies will be assigned through mobility, without an open competitive examination, and the schedule is now set with the test on October 16. With the list of admitted candidates finalized and the commission constituted, the four candidates compete solely on merits according to the rules published in July, meaning the next relevant publication will be the result of the assessment.
