Por FactBox Admin

The Puertollano City Council has definitively approved credit modification file no. 63/2026, in the form of extraordinary credits and credit supplements, for a total amount of 334,795.08 euros. The agreement was adopted by the Plenary in an ordinary session held on September 24, 2026, and is published in the Official Gazette of the Province of Ciudad Real (BOP) number 207, dated Tuesday, October 27, 2026, in announcement number 3460.
The legal framework of the modification
The announcement is issued in compliance with article 169.3 of Royal Legislative Decree 2/2004, of March 5, which approves the Revised Text of the Law Regulating Local Treasuries, by referral of its article 177.2. The modification is financed through reductions by credit annulment and with the liquid treasury surplus for general expenses, and is integrated within the 2026 municipal budget.
The file reorganizes current expenditure items and investments without significantly altering the total volume of the budget: the initial allocation of 66,688,276.03 euros becomes 66,693,276.03 euros, i.e., 5,000 euros more. The adjustment combines 96,800.00 euros in extraordinary credits and 242,995.08 euros in credit supplements, offset by 334,795.08 euros in reductions by annulment.
Which items are moved
The summary by chapters accompanying the agreement details the following movements:
- Chapter 2, Current expenses on goods and services: receives 48,400.00 euros in extraordinary credits and contributes 334,795.08 euros in reductions; the final allocation stands at 20,711,460.56 euros, compared to the initial 20,997,855.64 euros.
- Chapter 4, Current transfers: reinforced with 237,995.08 euros in credit supplements and increases from 4,962,047.26 to 5,200,042.34 euros.
- Chapter 6, Real investments: adds 48,400.00 euros in extraordinary credits and reaches 13,023,590.34 euros from the planned 12,975,190.34 euros.
- Chapter 9, Financial liabilities: its final allocation rises to 2,661,270.30 euros from 2,656,270.30 euros.
The chapters for Personnel Expenses (24,673,371.68 euros), Financial Expenses (208,540.81 euros), Contingency Fund (150,000.00 euros), Capital Transfers (25,000.00 euros), and Financial Assets (40,000.00 euros) remain unchanged.
Surplus and appeals against the agreement
In the revenue chapter, the liquid treasury surplus for general expenses increases its definitive forecasts from 9,874,572.30 to 9,879,572.30 euros, with an increase of 5,000.00 euros that covers the increase in expenditure. The agreement is thus closed in balance between income and expenses.
Against the resolution, the announcement reminds interested parties that they may directly file a contentious-administrative appeal in accordance with articles 25 to 42 of Law 29/1998, of July 13, regulating the Contentious-Administrative Jurisdiction. Furthermore, pursuant to article 171.3 of the Law Regulating Local Treasuries, it is warned that the filing of the appeal shall not, by itself, suspend the effectiveness of the contested act.
The document was signed in Puertollano on October 23, 2026, by the Mayor-President, Miguel Ángel Ruiz Rodríguez, and contains the secure verification code JN6Pn9yitGKmWfSN+iZ7.
Impact for citizens
The final approval enables the Puertollano City Council to execute new credits for current expenditure, transfers, and investments during the current fiscal year, and to reallocate funds between areas of the same municipal policy. As this is the final phase of the procedure, the agreement is already executive despite any appeals that may be filed, which directly affects the contracts and subsidies financed by these items.
