Por FactBox Admin

The Provincial Court of La Rioja has made public the provisional list of jury candidates for the 2027-2028 biennium, drawn from the current electoral census. The list is published in the Official Gazette of La Rioja (BOR) number 199, corresponding to Thursday, October 15, 2026, with the official reference BOR-A-20261015-III–3740. Any citizen may file a claim during the first fifteen days of November if they believe that any of the candidates lack the required requirements or are subject to causes of incompatibility.
The publication is supported by Article 13.4 of Organic Law 5/1995, of May 22, of the Jury Court, and covers the period between January 1, 2027, and December 31, 2028. The announcement, signed in Logroño on October 2, 2026, by the Clerk of the Administration of Justice, Susana Aquillué Sebastián, is inserted in section III (Other Provisions and Acts) and extends across thirteen pages, from 17438 to 17450 of the gazette.
The process began with the public draw announced in BOR number 170, of September 4, 2026 (reference BOR-A-20260904-III–3381). The call was signed by the Provincial Delegate of the Electoral Census Office of La Rioja, Julia Villafáfila Sánchez, and the act took place on September 23, 2026, at 10:00 AM at the Judicial Office of the Provincial Court, located on the third floor of building C of the Palace of Justice, Marqués de Murrieta street 45/47 in Logroño. The applicable regulation is Article 13.2 of Organic Law 5/1995 and Royal Decree 1398/1995, of August 4, which regulates the draw for the formation of the lists of jury candidates.
Candidates from across the Riojan geography
The list is ordered by province, municipality, first surname, second surname, first name, and partially hidden tax identification number. Among the represented municipalities are:
- Logroño, which concentrates the largest volume of candidates in the province.
- Calahorra, Haro, Arnedo, and Alfaro, regional centers with dozens of people included.
- Nájera, Lardero, Villamediana de Iregua, and Santo Domingo de la Calzada.
- Smaller towns such as Agoncillo, Albelda de Iregua, Alberite, Autol, Cenicero, Ezcaray, Fuenmayor, Pradejón, Quel, or Zarratón, which closes the list.
Deadline and grounds for claim
During the first fifteen days of November, any citizen may challenge the inclusion of a candidate. The provided grounds are:
- Lacking the legal requirements to be a juror.
- Not meeting the required capacity.
- Being subject to any of the causes of incompatibility.
Claims are referred to Articles 8, 9, and 10 of the Organic Law of the Jury Court, which establish, respectively, the requirements, incapacities, and incompatibilities for performing the function of a juror.
From the September draw to the final list
The publication of this provisional list is the intermediate step between the draw held in September and the approval of the final list. Once the claims are resolved, the candidates who remain on the list may be called to be part of a jury court in the trials held in the province during 2027 and 2028.
The list includes both residents of large towns and residents of small municipalities, in application of the proportional distribution that the law establishes based on the electoral census. The complete list, with the names, surnames, and municipality of each candidate, is available on pages 17438 to 17450 of the bulletin.
The claim period is the only citizen avenue to refine the list before its final approval. The function of a juror is a civic duty that affects the most relevant criminal proceedings, such that the final composition of these lists conditions the functioning of justice in La Rioja for the next two years.
