The final report of the participatory process for the Environmental Agents decree has been published

The Vice-Ministry of Environment of the Ministry of Sustainable Development has ordered the publication of the final report of the participatory process regarding the draft decree that will regulate the Environmental Agents Corps of Castilla-La Mancha. The decision is contained in the Resolution of 10/15/2026, published in DOCM no. 205 on October 26, 2026, within section III of other provisions and acts, with the official reference 2026/7613 (pp. 37603-37604).

The procedure is framed within Law 8/2019, of December 13, on Participation of Castilla-La Mancha, whose article 16.d) requires the preparation of a final report, prior to the adoption of the decision subject to the process, in which the conclusions and opinions of the participants are collected. The document signed in Toledo on October 15, 2026, bears the approval of the Vice-Minister of Environment, José Almodóvar Aráez.

A process opened in December 2025

The procedure began via a Resolution of December 29, 2025, from the Vice-Minister of Environment, which initiated the participatory process for the draft decree. The instrument was channeled through the Participation Portal of Castilla-La Mancha, with a specific calendar for the submission of citizen contributions:

• Start date: January 14, 2026.
• End date: February 11, 2026.

The resolution now published certifies that the period for contributions to the draft has concluded and that it is appropriate to make the result public before the regulatory text continues its processing.

303 comments and 1,014 visits in four weeks

During the participation phase, 303 comments and 1,014 visits were recorded, according to the extract of the final report disseminated in the bulletin. The document also incorporates graphs with statistical data on the characteristics of the participants and their contributions, although these contents can only be consulted in the full version of the report.

Each contribution, assessed in an annex

The annex of the final report details one by one the contributions submitted to the draft decree and indicates their outcome:

• Contributions considered in full or in part.
• Contributions not considered, with the reason motivating their rejection.

In this way, the document provides traceability of the public debate and records which citizen suggestions have been incorporated into the text and which have not, along with the corresponding justification.

Closing

The publication closes the participatory phase of a regulation intended to organize the Environmental Agents Corps of Castilla-La Mancha, a group that intervenes in the surveillance of the natural environment and whose regulation directly affects the organization of the autonomous community’s territorial services. The final report does not exhaust the procedure: the preliminary draft must still complete its administrative processing before becoming a decree, so the document now published constitutes the official record of the contributions made by citizens during that process.
