Final report of the participatory process for the Tourism Law published

The General Directorate of Tourism, Trade and Handicrafts of Castilla-La Mancha has agreed to the publication of an abstract of the final report of the participatory process for the Preliminary Draft Tourism Law of Castilla-La Mancha. The decision is formalized in the Resolution of 09/14/2026 and published in the Official Gazette of Castilla-La Mancha (DOCM) on September 22, 2026, with reference [2026/6682]. The report collects the 15 citizen contributions submitted during the participation phase and constitutes the previous step to the approval of the future regulation.

The participatory process was opened by Agreement of July 10, 2026, of the General Directorate of Tourism, Trade and Handicrafts, channeled through the Participation Portal of Castilla-La Mancha. The processing complies with Law 8/2019, of December 13, on Participation of Castilla-La Mancha, whose article 16.d) and article 17 require the preparation of a final report with the conclusions and opinions of the participants before adopting the decision subject to the process.

The resolution is issued by the Regional Ministry of Economy, Business and Employment and was signed in Toledo on September 14, 2026, by the Director General of Tourism, Trade and Handicrafts, Aránzazu Pérez Gil. The text is included in section III of the bulletin, dedicated to other provisions and acts, on page 32490 of issue number 182, corresponding to year XLV.

Content of the final report

The report includes as an annex each of the contributions made to the draft of the Preliminary Draft Tourism Law of Castilla-La Mancha, indicating which have been considered totally or partially and, in the case of non-consideration, the reason motivating it. In this way, the document provides express evidence of the outcome given to each citizen proposal.

The publication of the abstract in the official bulletin thus fulfills the function of providing general publicity to the result of the participatory procedure.

Scope for the sector

The Preliminary Draft Tourism Law of Castilla-La Mancha affects the entire regional tourism and hospitality sector, which awaits the final text to be submitted for approval. The regulation under processing will replace the current regulatory framework regarding tourism planning in the autonomous community.

The culmination of the participatory process closes the public consultation phase and enables the competent body to proceed with the processing of the preliminary draft. With 15 contributions and 362 visits, the file reflects limited citizen participation in quantitative terms, although formally sufficient to complete the procedure required by Law 8/2019.

The interest of the publication lies in that it allows one to know which citizen proposals have been accepted and which have been discarded before the preliminary draft begins its journey toward approval as law. For entrepreneurs, hoteliers, and sector workers, the report anticipates the content and the degree of openness of the future regulatory text that will govern their activity in Castilla-La Mancha.
