Published the provisional list of FLUTTER scholarships in Ceuta

The Department of Education, Culture and Youth of the Autonomous City of Ceuta has approved the provisional resolution of the FLUTTER Foundation scholarships for the 2025-2026 academic year, aimed at female students from Ceuta enrolled in university studies in Engineering and/or Architecture. The Decree 583, signed by the councilor Pilar Orozco Valverde, is published in the Official Gazette of the Autonomous City of Ceuta (BOCCE) No. 6,643, of August 14, 2026, and opens a period of ten business days for interested parties to submit allegations.
The regulatory bases for these grants, announced under a competitive selection procedure, were published in BOCCE No. 6,496, of January 18, 2025, and the call for the 2025-2026 academic year, in BOCCE Extraordinary No. 67, of December 26, 2025. In accordance with Base Eleven, “Resolution of the procedure”, the Scholarships Unit of the Department, as the instructing body, evaluates the applications and submits the provisional proposal, which is disseminated in the BOCCE, on the City’s notice board and on the website www.ceuta.es.
The grants are incompatible with any other subsidy of the same purpose and, in particular, with those awarded by the Ministry of Education and Vocational Training and with the general university study grants of the Department itself (“City Scholarship”), so the provisional list indicates the overlaps so that those affected may choose one or the other.
Seventeen scholarships of up to €5,000
Annex I of the decree lists the 17 provisional beneficiaries, ordered by their total score, ranging from 18.25 to 9.60 points: fourteen will receive €5,000 and three, €2,500.

Overlaps with the MECD and the Beca Ciudad
Annex II detects six possible incompatibilities among the provisional scholarship recipients: two with the Ministry of Education and Vocational Training scholarship and four with the Beca Ciudad.
- MECD Scholarship: El Bahoudi Masouadi, Ilham (exp. 48172) and Hajji Aiachi, Iman (exp. 46496).
- Beca Ciudad: Ahmed Chatt, Sumaia (exp. 46156), Mohamed Ben Moussa, Yasmina (exp. 49083), Mohamed Ben Moussa, Yohaina (exp. 49088) and Ruiz Alemany, Paola (exp. 46160).
Those who do not exercise the option within the appeal period may be removed from the list in the final resolution.
Excluded applicants and appeal period
Annex IV provisionally excludes 13 applicants, and Annex III includes the case of Martínez Crespo, Natalia, who is excluded because the available budget of the call has been exceeded despite obtaining a score. The reasons for exclusion are as follows:
- Studies outside the call: Abdeselam Hamido, Dunia; Blanco Julia, Silvia; Martín Díaz, Ainara.
- Failing to pass 60% of the enrolled credits: González Palanco, Alejandra; Martínez Prieto, Sofía; Mohamed Ahmed, Sara; Muñoz Cortina, Laura; Nnassiri Abdeselam, Mariam; Núñez Prieto, Laura; Pérez García, Lucía; Soteras Mela, Claudia.
- Insufficient average grade: Abderrahaman Enfeddal, Salma; González Palanco, Alejandra; Nnassiri Abdeselam, Mariam; Pérez García, Lucía.
- Failure to respond to a request: Al Achab Ben Roho, Sabrín; Núñez Prieto, Laura.
- Exceeding the years established in the study plan (rule 9): Abderrahaman Enfeddal, Salma; Muñoz Cortina, Laura; Nnassiri Abdeselam, Mariam; Núñez Prieto, Laura.
The appeal period is ten business days from the day following the publication of the provisional proposal, as provided in section five of the decree.
The publication allows students and their families to know the status of each application before the final resolution, correct deficiencies, and decide between incompatible grants. With amounts of up to 5,000 euros per academic year, the FLUTTER scholarships are consolidated as one of the main forms of support for university studies in Engineering and Architecture among the young people of Ceuta.
