The final list for the Chief of Guard pool has been published

The Provincial Council of Cáceres has approved the final list of admitted and excluded candidates for the selection process to establish a temporary employment pool for Duty Officer. The resolution, issued on August 25, 2026, by the Deputy Delegate of the Human Resources Management, SEPEI, and Occupational Risk Prevention Area, by delegation of the President, is published in the Official Gazette of the Province of Cáceres number 0165, dated August 28, 2026.

The call is key for the SEPEI (Fire Prevention and Extinction Service) and the occupational risk prevention of the provincial institution, as it allows for the agile coverage of temporary staffing needs for this position. The list will also be made public on the electronic Notice Board of the Council’s electronic headquarters.

Admitted Candidates

The final list of admitted candidates consists of three applicants who meet the requirements set forth in the rules of the call:

  • Óscar Álvarez Merchán
  • Héctor Iván Blanco Nicolás
  • Joaquín Mena Rodríguez

Excluded Candidates

Three other candidates appear on the list of excluded applicants, with the reason for exclusion indicated:

  • Andrés Castaño Villares — does not meet the requirement provided in rule 3.2 of the call.
  • Pilar Freire Ruiz — does not meet the requirements of rule 3.2 and rule 2.1, “General requirements for applicants.”
  • Juan José Sánchez Guardado — does not meet the requirements of rule 3.2 and rule 2.1.

Appeals and Deadlines

In accordance with article 88.3 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations, the resolution is final in the administrative channel. The following may be filed against it:

  • Contentious-administrative appeal before the court of said jurisdiction in Cáceres, within a period of two months from its publication.
  • Optional appeal for reversal before the Presidency, within a period of one month from its notification.

The resolution, signed by Secretary Álvaro Casas Avilés in Cáceres on August 26, 2026, closes the admission phase of this selection process and enables the establishment of the pool for future temporary hires. The final publication provides legal certainty to the applicants and allows the Council to have an updated list to immediately cover the needs of the provincial fire prevention and extinction service.
