Final list of 32 entities for the 0.7% of IRPF published

The Department of Social Policies and Public Health of the Autonomous City of Melilla has made public the final list of admitted and excluded entities in the 2026 call for grants intended to finance programs of general interest charged to the 0.7 per 100 allocation of the Personal Income Tax. The resolution, identified as BOME-A-2026-1036, is published in the Official Gazette of the Autonomous City of Melilla (BOME) number 6414, dated September 15, 2026, on pages 4732 to 4734.

The call was approved by Order No. 1791, dated July 15, 2026, subject to the regulatory bases for grants to programs of general interest aimed at social interest purposes to be developed by third-sector entities of the city, published in BOME No. 6397, dated July 17, 2026.

Processing and provisional list

Following the deadline for the submission of applications, and in accordance with article 11.3 of the call, the provisional list of admitted and excluded entities was initially published in BOME No. 6406, dated August 18, 2026. At that time, a ten-day period was granted for the correction and improvement of applications that required it, with the warning that, if not carried out, the interested entity would be considered to have withdrawn its request, in accordance with article 68 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations.

After this period, the instructor issued the report containing the final list of entities that meet all the requirements and have provided the required documentation, as well as those applications that must be excluded for the reasons stated.

Excluded Entity

Annex II contains the definitive list of excluded entities, which includes a single application:

Puente de Oportunidades Association (file 28315/2026, CIF G55458921), excluded under code “i”, corresponding to the entity’s failure to prove a minimum of three years of seniority, a requirement that cannot be rectified.

The report was signed in Melilla on September 14, 2026, by the General Administration Technician, Ahlam Chanfouh Aouragh, and by the Director General of Social Services, José Antonio Castillo Martín.

Relevance for the third sector

The publication of this definitive list clears the uncertainty for the 32 social entities of Melilla that may opt to finance their programs of general interest through the solidarity allocation of the IRPF (Personal Income Tax), a key instrument for the sustainability of NGOs and collectives that serve the most vulnerable groups in the city. The exclusion of the only affected entity, for not meeting the minimum required seniority, underscores the necessity of complying with the formal requirements of the call.
