Puértolas provisionally approves the modification of the water rate.

The Plenary of the Puértolas City Council provisionally approved, at its ordinary session held on 6 August 2026, the amendment of Fiscal Ordinance Number 8, regulating the fee for the provision of the home drinking water supply service. The agreement, signed by the mayor José Manuel Bielsa Manzano, is published this Friday, 14 August, in the Official Gazette of the Province of Huesca (number 154). The file is subject to public inspection for thirty days, after which the amendment may be finally approved.
The fee for home drinking water supply is a local tax that levies the provision of the municipal water supply service, so the amendment now being processed will directly affect the bill paid by households in Puértolas. The procedure complies with the Consolidated Text of the Law Regulating Local Finances, approved by Royal Legislative Decree 2/2004, of 5 March, whose Article 17.2 requires amendments to fiscal ordinances to be submitted to public inspection before their final approval.
A Plenary agreement signed by the mayor
The amendment file, number 1873975T, was processed by the competent services of the Puértolas City Council, identified by Tax ID P2226000D, and received the approval of the Plenary at the ordinary session of 6 August 2026. The notice is dated in Puértolas on 13 August 2026 and is signed by the mayor-president, José Manuel Bielsa Manzano, acting as municipal secretary.
Thirty days to file objections
In accordance with Article 17.2 of the Consolidated Text of the Law Regulating Local Finances, the file is subject to public inspection for a period of thirty days, which begins counting from the day following publication of the notice in the provincial gazette, that is, 15 August 2026. During that period:
- Interested parties may examine the file at the municipal offices of the Puértolas City Council.
- The notice and documentation will be available on the municipal electronic site: https://puertolas.sedipualba.es.
- The claims and suggestions deemed appropriate may be submitted.
The silence of residents will decide
If, once the period has elapsed, no claims have been submitted, the provisional agreement will be understood to have been finally adopted, in accordance with Article 17.3 of the Consolidated Text of the Law Regulating Local Finances. If objections are submitted, the Plenary must resolve them before giving final approval to the ordinance.
The modification of the water ordinance is a procedure with direct impact on households in Puértolas, since the amount shown in the upcoming bills for the supply service will depend on its final text. Participation in the public information period is the way taxpayers have to influence the regulation before it becomes final.
