State of emergency extended for 60 days in five districts of Junín

The Executive Branch extended the state of emergency for sixty (60) calendar days in the districts of Chongos Bajo and San Juan de Iscos, in the province of Chupaca, and in the districts of Chupuro, Viques, and Huacrapuquio, in the province of Huancayo, in the department of Junín, due to the impact of damages resulting from the seismic movement. The measure was adopted through Supreme Decree No. 129-2026-PCM, signed by the President of the Republic, Keiko Sofía Fujimori Higuchi, and published in the Legal Norms section of the Official Gazette El Peruano on Tuesday, September 15, 2026.

The extension, which takes effect as of September 18, 2026, expands the original declaration established by Supreme Decree No. 106-2026-PCM, which had declared the emergency for the same period starting July 20, 2026. The decree was endorsed by the President of the Council of Ministers, Luis Fernando Galarreta Velarde, and by the ministers of Defense, Rafael Jorge Belaunde Llosa; Education, José Antonio Chang Escobedo; Interior, César Augusto Astudillo Salcedo; Health, Luis Williams Dyer Fernández; Transport and Communications, Rafael Rey Rey; and Housing, Construction, and Sanitation, Mauricio Fernando Arnillas González.

INDECI Technical Justification

The extension is based on Situational Report No. 000046-2026-INDECI/DIRES, dated September 2, 2026, issued by the Response Directorate of the National Institute of Civil Defense (INDECI), which provided a favorable opinion on the appropriateness of the extension. The report was prepared based on:

• Report No. 000099-2026-INDECI/DIREH, from the INDECI Rehabilitation Directorate, dated August 31, 2026.
• Complementary Report No. 11471-31/8/2026/COEN-INDECI/23:20 Hours (Report No. 90), from the National Emergency Operations Center (COEN).

INDECI warned that the response capacity of the Regional Government of Junín remains overwhelmed, making the technical and operational intervention of National Government entities necessary.

Pending Actions and Execution

According to the technical justification, there are pending actions to be completed, primarily cleaning and removal of debris and clearing of roads, as well as the implementation of housing solutions. During the extension, the Regional Government of Junín and the involved local governments, with the technical coordination and monitoring of INDECI, will continue with the exceptional response and rehabilitation measures, with the participation of the ministries of Health, Education, Housing, Construction and Sanitation, Defense, Interior, and Transport and Communications.

The interventions must maintain a direct causal link with the seismic event and may be modified according to the needs and security elements that arise, supported by technical studies from the competent entities. Financing shall be charged to the institutional budget of the involved sectors, without requesting additional resources from the Public Treasury.

Impact for the region

The extension of the emergency allows for the maintenance of the legal framework to accelerate reconstruction and assistance to the thousands of residents affected by the earthquake in the provinces of Chupaca and Huancayo, in a context where local response capacity remains overwhelmed. The regulation, issued at the Government House in Lima on September 13, 2026, guarantees the continuity of cleaning actions, road rehabilitation, and housing solutions still required by the affected districts.
