Bus station management in Mieres extended for the fifth time

The Principality of Asturias has again extended the management of the Transport Consortium over the Mieres Bus Station. The Resolution of 17 June 2026, of the Regional Ministry of Mobility, Environment and Emergency Management, extends until 3 July 2026 the management assignment originally formalised in 2010. The resolution was published in the Official Gazette of the Principality of Asturias (BOPA) No. 159, of 18 August 2026, with file code 2026-06734, and was signed by the regional minister Alejandro Jesús Calvo Rodríguez in Oviedo on 17 June 2026.

Origin and evolution of the assignment

The management assignment was created by means of the Resolution of 18 June 2010, of the former Regional Ministry of Environment, Spatial Planning and Infrastructures, which entrusted the Transport Consortium of Asturias with the administration of the station for an initial period of ten years, extendable. Since then, the concession has been subject to successive extensions to allow time for the preparation of a new tender:

First extension (2020): Resolution of 1 June 2020, of the Regional Ministry of Infrastructures, Spatial Planning and Environment, for two years, until 19 June 2022 (BOPA No. 113, of 12-VI-2020).
Second extension (2022): Resolution of 1 June 2022, of the Regional Ministry of Rural Affairs and Territorial Cohesion, for a further two years, until 18 June 2024 (BOPA No. 116, of 17-VI-2022).
Third extension (2024): Resolution of 13 June 2024, of the Regional Ministry of Public Works, Local Cooperation and Fire Prevention, until 18 June 2025. This resolution also amended the fifth of the provisions of the original assignment to set a maximum total term of twenty years, counting all extensions (BOPA No. 171, of 2-IX-2024).
Fourth extension (2025): Resolution of 2 June 2025, of the current Regional Ministry of Mobility, Environment and Emergency Management, until 18 June 2026 (BOPA No. 133, of 11-VI-2025).

Reason for the fifth extension

The reason for this new extension —the fifth since the original assignment— is strictly instrumental. According to the fifth of the legal grounds of the resolution, once the tendering procedure for the future service concession of the station has been initiated, it is necessary to have an additional period to conclude the procedures relating to the termination of the management contract carried out by the Transport Consortium of Asturias. Therefore, the extension is limited to a short period: from 18 June to 3 July 2026, that is, barely fifteen days.

Legal framework and competences

The resolution bases its content on article 18.1 of Law 2/1995, of 13 March, of the Principality of Asturias, on the Legal Regime of the Administration of the Principality of Asturias, which allows the assignment of activities of a material or technical nature to other bodies or entities of the same or a different administration for reasons of efficiency. Likewise, it states that the Consortium of Transport of Asturias is a public entity attached to the Ministry of Mobility in accordance with article 1.3 of Decree 51/2025, of 29 April, which defines the basic organisational structure of said Ministry. This attachment is what grants the head of the Ministry the competence to agree to the extension.

Impact on public transport in the Caudal Valley

The Mieres Bus Station constitutes one of the public transport hubs of the Caudal Valley, a central region of the Principality that groups together municipalities such as Mieres, Laviana, Aller and Langreo. The management of the Consortium has guaranteed the continuity of the service while a concession is being prepared that, in theory, should bring greater stability to the operation of the facility. The succession of extensions —five in twelve years— reflects the difficulties in carrying out the tender within reasonable deadlines, something that directly affects users of intercity public transport in the area.

The publication of this resolution in the BOPA will formally close an administrative cycle dating back to 2010, provided that the new concession is awarded before 3 July 2026 or that additional measures are adopted to avoid a management vacuum.
