Por FactBox Admin

The Consortium for the Management of Environmental Services of the Provincial Council of Badajoz, PROMEDIO, has appointed Víctor Manuel Parra López as permanent contractual staff in the category of Technical Engineer of Public Works, group A, subgroup A2. The decision was adopted by the vice-president of the consortium via resolution and published in the Official Gazette of the Province of Badajoz no. 194, dated October 9, 2026, in announcement 3987/2026, within the Local Administration (Provincial Councils) section. The appointment entails the order for indefinite hiring for the position.
An appointment via competitive examination in the open category
The resolution is issued based on the proposal from the Qualifying Tribunal dated August 7, 2026, the body responsible for resolving the call for a vacant permanent contractual staff position in that category. The procedure followed was a competitive examination (concurso-oposición), in the open category, and its call dates back to the rules published in the Official Gazette of the Province on August 8, 2024, with an extract in the Official State Gazette on August 21, 2024.
The selected candidate submitted the required documentation within the period established in the eleventh rule of the call, a prerequisite for the consortium to formalize the hiring. The position is classified in group A, subgroup A2, and is filled on a permanent basis.
The management entrustment and the regulatory framework
The file is based on the entrustment of management of the consortium to the Provincial Council of Badajoz, articulated through an agreement ratified by the Plenary of the Corporation in an ordinary session on February 24, 2006, and signed on March 6, 2006, published in the Official Gazette of the Province on March 20, 2006, and extended by an agreement published on January 11, 2011.
The resolution invokes Article 12 of the Consolidated Text of the consortium’s Statutes (BOP no. 153, of August 11, 2022) and Law 7/1985, of April 2, Regulating the Bases of Local Regime, in its Article 34.h), as well as Royal Decrees 2568/1986, of November 28, and 364/1995, of March 10. The processing corresponds to the Functional Area of Public Employees, Occupational Health and Safety of the Provincial Council, which must notify the interested party of the resolution and communicate it to the consortium’s management, the Payroll Office, and the Senior Specialized Technician in Internal Control and Accounting.
Deadlines, incompatibilities, and means of appeal
The rules of the call establish the conditions following the appointment:
- The selected person must formalize the contract within thirty business days from the day following the notification; anyone who fails to do so without justified cause shall forfeit all rights to occupy the position.
- Upon acquiring the status of permanent contractual staff, the regulations on incompatibilities of Law 53/1984, of December 26, shall apply.
- The resolution is subject to the labor jurisdictional route, and a lawsuit may be filed before the Social Courts within two months from the day following the notification, in accordance with Law 39/2015 and Law 36/2011.
The signature corresponds to the vice president of the consortium, by delegation approved by decree on October 29, 2025, and is attested by the delegated secretary of the consortium, M.ª Manuela Rojas Gálvez.
The appointment consolidates a structural position in PROMEDIO, the body that manages the environmental services of the province of Badajoz, and reinforces its technical staff in an area—that of public works—directly linked to waste and water treatment and management infrastructures. For the candidates and the consortium staff, the publication closes a selection process opened more than two years ago and confirms the conversion of the position into permanent employment within the provincial public sector.
