PROINVERSIÓN appoints Mirtha Rázuri as new general manager

The Private Investment Promotion Agency – PROINVERSIÓN appointed Mirtha Agustina Rázuri Alpiste as General Manager of the entity, in a position of trust that she will assume starting September 14, 2026. The appointment was ordered by Executive Presidency Resolution No. 153-2026, signed in Lima on September 11 and published in the Official Gazette El Peruano on Sunday, September 13, 2026.

The resolution was signed by the Executive President of PROINVERSIÓN, Luis Natal del Carpio Castro, and orders the notification of the act to the new official and the Administration Office, as well as the publication of the regulation on the Standard Transparency Portal and the agency’s digital headquarters.

A key position for PPPs and asset projects

PROINVERSIÓN is a specialized technical body attached to the Ministry of Economy and Finance, with public law legal personality, national jurisdiction, and technical, functional, administrative, economic, and financial autonomy. According to numeral 15.3 of article 15 of Law No. 32441, which regulates the promotion of private investment through Public-Private Partnerships (PPP) and Asset Projects, the agency’s Senior Management is composed of the Board of Directors, the Executive Presidency, and the General Management.

The appointment is based on the following regulatory backgrounds:

Memorandum No. 00106-2026/PE from the Executive Presidency, which requested the appointment.
Report No. 00139-2026/OA/PER from the Personnel Area of the Administration Office, which verified that the official has no impediments or incompatibilities for the exercise of public function.
Legal Report No. 00787-2026/OAJ from the Legal Advisory Office.
The Regulations of Law No. 31419, approved by Supreme Decree No. 053-2022-PCM, regarding suitability in access to public function.
The Organization and Functions Regulations of PROINVERSIÓN, approved by Supreme Decree No. 185-2017-EF.

Profile and assigned position

The new General Manager will occupy Position No. 0013/EC of the Provisional Personnel Assignment Table (Provisional CAP), a position that, according to the report from the Personnel Area, is budgeted and vacant. The appointment is made in accordance with the PROINVERSIÓN Position Classifier Manual, approved by General Secretariat Resolution No. 152-2023, and the equivalencies approved via Executive Directorate Resolution No. 00001-2026.

The General Management is one of the instances of the agency’s Senior Management and plays a central role in leading private investment promotion processes, the structuring of projects under the PPP modality, and the management of Asset Projects promoted by the Peruvian State.
