PRODUCE designa tres directoras para conducir la regulación industrial del país

The Ministry of Production (PRODUCE) appointed three new directors to the General Directorate of Policies and Regulatory Analysis of the Vice-Ministerial Office of MYPE and Industry, through three ministerial resolutions signed on October 23, 2026, and published this Monday, October 26, in the official newspaper El Peruano (Year XLIII, No. 19598). The appointments cover the directorates of Industrial and Regulated Product Ordering, Normativity, and Policies, positions that were vacant. The regulations bear the signature of Minister Juan Carlos Requejo Alemán.

Resolutions R.M. No. 00370-2026-PRODUCE, R.M. No. 00372-2026-PRODUCE, and R.M. No. 00375-2026-PRODUCE appeared in the Legal Norms section, pages 2 and 3 of the bulletin, and each states in its considerations that the respective position was vacant and that it was necessary to appoint the person who would hold it. The three offices belong to the same general directorate and were published on the same day, with the same signatory.

The General Directorate of Policies and Regulatory Analysis is the body of the Vice-Ministerial Office of MYPE and Industry responsible for proposing and evaluating policies, norms, and regulations in matters within its competence, according to Supreme Decree No. 002-2017-PRODUCE, which approves the ministry’s Organization and Functions Regulations. Therefore, these three appointments define who leads the industrial regulation of the sector.

The three appointments

  • Solange Marianella Carbajal Fierro: director of Industrial and Regulated Product Ordering of the Directorate of Industrial and Regulated Product Ordering (R.M. No. 00370-2026-PRODUCE).
  • Sara Ingrid Marín Escobar: director of Normativity of the Directorate of Normativity (R.M. No. 00372-2026-PRODUCE).
  • Rosario Rojas Ríos: director of Policies of the Directorate of Policies (R.M. No. 00375-2026-PRODUCE).

Each resolution consists of two articles. The first formalizes the appointment to the specific position; the second requires the civil servant to submit her Sworn Declaration of Income, Assets, and Rents and her Sworn Declaration of Interests, in accordance with the procedure and deadlines established in current regulations. The three documents close with the formula “Register, communicate, and publish.”

The three norms are based on Law No. 29158, Organic Law of the Executive Branch; Law No. 27594, which regulates the participation of the Executive Branch in the appointment and designation of public officials; and Law No. 31419, which establishes provisions to guarantee suitability in the access and exercise of public function for officials and managers of free appointment and removal, along with its Regulation approved by Supreme Decree No. 053-2022-PCM.

Legislative Decree No. 1047, the Law on Organization and Functions of the Ministry of Production, and the aforementioned Supreme Decree No. 002-2017-PRODUCE are also invoked. Since these are positions of free appointment and removal, the appointments do not require a public competition and are formalized by ministerial resolution, without a fixed term of tenure.

A completely renewed general directorate

The three filled positions correspond to line directorates of the vice-ministry: Ordering of Industrial and Regulated Products, Normativity, and Policies. The coincidence of the date and the signatory in the three resolutions—numbered 00370, 00372, and 00375, with publication codes 2568163-1, 2568163-2, and 2568163-3—confirms that this is a simultaneous recomposition of the general directorate’s leadership.

The block of legal norms from October 26 includes, on the same page, other sector provisions, such as D.R. No. 000024-2026-INACAL/DN, which approves Peruvian Technical Standards on legumes, Andean grains, and fertilizers, and J.R. No. 000081-2026-FONDEPES/J, which appoints the execution coordinator for artisanal fishing investment projects.

Impact

The General Directorate of Policies and Regulatory Analysis concentrates the drafting of technical regulations, industrial standardization, and the ordering of regulated products, matters that directly affect manufacturers, importers, and exporting MSEs. With these appointments, the Vice-Ministerial Office of MSE and Industry has its three line directorates filled, which allows for the resumption of the sector’s pending regulatory agenda and provides administrators with identifiable formal interlocutors for procedures and inquiries.
