PROCESA reparte 214.963,80 euros entre 65 comercios de la Avenida Gautier

The technical department of PROCESA, Sociedad de Desarrollo de Ceuta, S.A. has formulated the proposal for the final resolution of the fourth application period (June 2026) of the call for grants destined for establishments affected by the remodeling of Avenida Teniente Coronel Gautier, with a proposed amount of 214,963.80 euros distributed among 65 businesses. The document is published in the Official Gazette of the Autonomous City of Ceuta (BOCCE) No. 6,662, dated October 20, 2026, within the section of other provisions and agreements, and upholds 12 of the 13 appeals submitted against the provisional proposal. The proposal also includes the denial of four files and the ex officio rectification of a material error.

The call was approved by Agreement of the Governing Council of the City of Ceuta on September 9, 2025, with an initial credit of 500,000 euros, and was published in BOCCE No. 6548, dated September 16, 2025, structured into four submission periods (September and December 2025; March and June 2026). Its purpose is to mitigate the loss of income and employment that long-term public works cause in the establishments of the area, under a competitive bidding regime in accordance with Article 22 of Law 38/2003, of November 17, General Law on Subsidies.

The fourth period has a budget of 278,241.12 euros, detailed in the provisional resolution proposal published in BOCCE No. 6656, dated September 29, 2026. The Technical Evaluation Committee (CTE) evaluated the files in a session on September 23, 2026, and recorded the result of the analysis of the appeals in the minutes of October 14, 2026. Upon confirming sufficient credit, the instructing body does not apply the scoring criteria of base 6, relying on Article 55 of Royal Decree 887/2006, of July 21.

Twelve upheld appeals and amount increases

The proposal accepts the appeals of the applicants who proved the alleged points, with the following economic effects:

  • CEUTA CENTER SL (File 1169, 777 Casablanca): from 7,800 to 15,600 euros, for two workers assigned to the workplace.
  • CEUTA CENTER SL (File 1175, Terramar): from 7,800 to 15,600 euros, under the same circumstances.
  • HEGUANG XU (File 1194/2026): from 3,600 to 7,200 euros, with two family self-employed workers.
  • IMAD EL ASSATI (File 294/2026): 7,800 euros for 13 accrued months.
  • YUSEF HOSSAIN MOHAMED (File 1365/2026): 4,950 euros, with the maintenance of four employees.
  • YASSINI IBRAHIM (File 1346/2026): 3,600 euros.
  • DRIS TAIEB MOHAMED (File 1284/2026), NABIL BENHENDA (File 1270/2026), ABDELKADER EL HASSANI MOHAMED (File 1347/2026), MOHAMED EL MAAZOUZI MOUSA (File 1366/2026), YUNES MOHAMED MOHAMED (File 1330/2026) and DINA LMEROUANI DRISSI (File 1336/2026): 1,800 euros each.

The only dismissed allegation is that of MANUEL CARLOS AGUSTÍN GARCÍA DE LA TORRE (File 1358/2026), because his economic activity is not listed among those eligible for subsidies in the regulatory bases.

Ex officio rectification and four denied files

The instructing body authorizes the rectification of the material error noted in File 1291/2026, belonging to SABA MOHAMED MOHAMED, who is recognized as a beneficiary with 1,800 euros. Annex II lists the four files for which denial is proposed:

  • File 1272, NDIDIR AHMED: causes 1, 2, and 3 (non-compliance with article 13.2.e of the LGS, unfavorable opening license report, and insufficient accreditation of activity).
  • File 1324, NAJAT GHRIOUI MOHAMED LAARBI: cause 4 (unfavorable report from the competent body regarding Markets).
  • File 1357, HAJJAJ EL BIARI ABDELILAH: cause 2 (unfavorable opening license report).
  • File 1358, MANUEL C. AGUSTÍN GARCÍA DE LA TORRE: cause 6 (non-subsidizable IAE heading).

Annex I and acceptance period

Annex I details the 65 establishments proposed as beneficiaries, including their location and month-by-month amounts. The highest amounts correspond to RIDOUAN ABGAR (Avenida Teniente Coronel Gautier, 11), with 11,700 euros; MOHAMED CHAIB HADDU (number 24), with 10,140 euros; MARÍA ÁNGELES CRUZ BLASCO (number 46), with 8,100 euros; and ICRAM MOHAMED HASSANI (number 37), with 7,800 euros. Most of the premises in the San José Market and on the avenue itself receive 1,800 euros, corresponding to the basic subsidy for March, April, and May 2026.

The proposed entities must communicate their express acceptance within ten business days from the notification; once this period has elapsed without a response, it will be understood as a waiver of the grant. Notifications will be carried out via publication in the BOCCE, in accordance with article 45.b) of Law 39/2015. The proposal is an unqualified procedural act and does not create any right until the granting resolution is notified; the granting body is the Presidency of the Board of Directors of PROCESA.

The distribution directly benefits small businesses in the vicinity of Avenida Teniente Coronel Gautier, which have been facing a loss of clientele for months due to the construction works. With this fourth deadline, the call now covers the four planned periods and leaves pending only the granting resolution and the actual payment of the aid to the 65 establishments included in Annex I.
