Por FactBox Admin

PROCESA, Sociedad de Desarrollo de Ceuta, S.A., proposes to grant 165,013.80 euros to 54 establishments affected by the remodeling works of Avenida Teniente Coronel Gautier and to deny 15 applications. The provisional resolution proposal for the fourth period of the call (June 2026) is published in BOCCE No. 6,656, dated September 29, 2026, provision 667, pages 3519 to 3524. Applicants have ten business days to submit allegations.
The call was approved by Agreement of the Governing Council of the City of Ceuta on September 9, 2025, initially endowed with 500,000 euros and published in BOCCE No. 6548, dated September 16, 2025, structured in four application periods (September and December 2025; March and June 2026). An Agreement of the Governing Council on May 26, 2026, increased the credit by 250,000 euros and redistributed the endowments, raising the total figure of the call to 750,000 euros.
The available credit for the fourth period amounts to 278,241.12 euros, consisting of the 250,000 euro expansion and a remainder of 28,241.12 euros from the third period. The procedure is processed under a competitive bidding regime in accordance with Article 22 of Law 38/2003, of November 17, General Subsidies Law.
Evaluation of applications
The Technical Evaluation Committee, in a session on September 24, 2026, verified and evaluated the applications submitted. As the available credit was sufficient to cover all those meeting the requirements, it determined that it was unnecessary to apply the scoring criteria or establish an order of priority, in accordance with Article 55 of Royal Decree 887/2006, of July 21. The instructing technician, Francisco Javier Fernández Lázaro, signed the proposal on September 24, 2026.
Annex II lists 54 companies and self-employed persons proposed as beneficiaries, with monthly amounts that in most cases amount to 600 euros. The highest grants are:
- RIDOUAN ABGAR (Avenida Tte Cnel Gautier, 11): 11,700 euros.
- MOHAMED CHAIB HADDU (Avda Tte Cnel Gautier, 24): 10,140 euros.
- MARIA ANGELES CRUZ BLASCO (Avenida Tte Cnel Gautier, 46): 8,100 euros.

AGUSTIN GCIA DE LA TORRE, YUSEF HOSSAIN MOHAMED, MOHAMMED EL MAAZOUZI MOUSSA, and MEHAN ENFEDAL NORA.
The causes provided for in the proposal are seven:
- Non-compliance with the requirements of Article 13.2.e) of the General Subsidies Law.
- Unfavorable report from the competent Department regarding the establishment’s opening license.
- Insufficient accreditation of the effective and continuous exercise of the activity.
- Unfavorable report from the competent Department regarding Markets concerning the San José Market.
- Insufficient seniority in the IAE (six months prior to May 1, 2025).
- IAE heading not eligible for subsidies according to the regulatory bases.
- Lack of response, or insufficient response, to the request from the instructing body.
Allegations and justification modalities
The proposal is published in the BOCCE and opens the hearing process provided for in Article 82 of Law 39/2015, of October 1, with a period of ten business days from notification. Interested parties may accept the proposed aid or submit allegations and provide documents; if no allegations are presented by the end of the period, it will be understood that they agree with the decision adopted. Notifications are carried out via publication in the BOCCE, pursuant to Article 45.b) of the same law.
The proposed amount for each entity has been determined according to the chosen justification modality—reduction of income or maintenance of employment—in accordance with the regulatory bases. The instructing body is the assigned technical department of PROCESA, and the granting body is the Presidency of the Board of Directors of the entity. The provisional proposal does not create any right in favor of the applicant until the granting resolution is notified, according to Article 24.6 of Law 38/2003.
The resolution affects the commercial axis of Avenida Teniente Coronel Gautier and the stalls of the San José Market, two areas impacted by long-term construction works. The proposal arrives after nearly a year of processing and with a credit that covers all admitted applications, so the final result will now depend on the allegations submitted by the interested parties within the next ten business days.
