The Ministry of Presidency, Public Administrations, Justice and Security of the Government of the Canary Islands has made public the list of grants awarded without competitive bidding during the third quarter of 2026, totaling 24 orders amounting to nearly 8.07 million euros. The announcement, signed by the Technical General Secretariat on October 7, 2026, is published in the Official Gazette of the Canary Islands (Boletín Oficial de Canarias) no. 210, dated October 21, 2026 (announcement no. 3631), within section V, Other announcements. The majority of the funds correspond to compensation for free legal aid and notification reception services in judicial buildings.
The legal framework of the publication
The quarterly dissemination of these grants is mandated by article 31.1.c) of Law 12/2014, of December 26, on transparency and access to public information, which requires detailing the beneficiary, amount, and purpose of each grant awarded without a public call, as well as the reasons justifying the absence of competition. The announcement also invokes article 20.8.b) of the General Grants Law 38/2003, of November 17.
This regulation explains one of the particularities of the list: aid to natural persons affected by the volcanic eruption in La Palma appears without the identification of the beneficiary. The Ministry relies on article 11.5 of the Order of July 2, 2024, which regulates these grants, and article 10.6 of Law 5/2025, of September 30, on Canary Islands volcanoes, to safeguard the personal and family privacy of the recipients.
Free legal aid: the bulk of the expenditure
Compensation for legal and court representation activities regarding free legal aid, corresponding to the second quarter of 2026, accounts for the majority of the published amount:
- Illustrious Bar Association of Las Palmas: €2,860,575.86 (Order no. 288, of August 24, 2026).
- Illustrious Bar Association of Santa Cruz de Tenerife: €2,688,427.28 (Order no. 285, of August 18, 2026).
- Illustrious Bar Association of Lanzarote: €409,944.95 (Order no. 283, of August 20, 2026).
- Illustrious Association of Court Representatives of Santa Cruz de Tenerife: €349,178.64 (Order no. 255, of July 20, 2026).
- Illustrious Association of Court Representatives of Las Palmas: €345,134.34 (Order no. 274, of July 29, 2026).
- Illustrious Bar Association of Santa Cruz de La Palma: €301,682.07 (Order no. 293, of August 25, 2026).
All of these are justified “by legal imperative in accordance with Law 1/1996, of January 10, on free legal aid.”
Court representatives, mediation, and family meeting points
Alongside these compensations, the annex includes other direct grants of an exceptional and nominated nature:
- Council of Court Representatives of the Canary Islands: €80,000.00 for the maintenance of the notification reception service in judicial buildings serving as seats of civil courts (Order No. 242, of July 7, 2026).
- Illustrious Bar Association of Las Palmas: €45,860.50 to fully finance a Mediation Service between July 21 and December 31, 2026 (Order No. 266, of July 23, 2026).
- Canarian Association for Family, Educational and Psychosocial Intervention and Mediation «+ Familia»: €180,698.05 for the gender-based violence meeting point of Gran Canaria (Order No. 301) and €103,120.00 for that of Lanzarote (Order No. 304), both of September 7, 2026.
- Canarian Foundation Family Care Center of Tenerife: €123,202.25 for Santa Cruz de Tenerife (Order No. 302), €96,364.99 for Tenerife North (Order No. 305) and €44,688.95 for Fuerteventura (Order No. 303).
- Spanish Red Cross: €17,360.40 for the meeting point of Santa Lucía de Tirajana (Order No. 294), €3,436.90 for La Gomera (Order No. 295) and €3,336.90 for El Hierro (Order No. 296).
- Domitila Hernández Association from Tacoronte for Equal Opportunities: €75,000.00 for the program «Family Meeting Point Viogensur 2026» (Order No. 299, of September 2, 2026).
La Palma: cemeteries and volcano aid
The annex also includes the nominated grants provided for in Law 9/2025, of December 23, on the General Budgets of the Autonomous Community for 2026, intended to expand municipal cemeteries on the island of La Palma:
- Valverde City Council: €100,000.00 (Order No. 290, of August 25, 2026).
- El Pinar City Council: €85,000.00 (Order No. 292, of August 25, 2026).
- La Frontera City Council: €50,000.00 (Order No. 291, of August 25, 2026).
- Insular Council of La Palma: €43,000.00 for the project «Improvement of Public Space Paseo de Las Estrellas» (Order No. 258, of July 20, 2026).
Added to these are three items to compensate for economic damages from the volcanic eruption, without identification of the beneficiaries to protect their privacy: €57,138.24 (Order No. 239, of July 6), €3,691.87 (Order No. 262, of July 21) and €3,592.75 (Order No. 310, of September 14, 2026).
The detail of these 24 orders allows for the tracking of an expenditure that is awarded without a public call and which, for the most part, remunerates services already provided by professional associations and social entities. For the beneficiaries, the publication establishes the official reference for each grant; for the general public, it is the mechanism provided by law to subject that expenditure to public control and to the oversight of the opposition and external control bodies.
