IDAE Loan for Lighting: Bellver delegates to the mayor's office

The Plenary of the City Council of Bellver de Cerdanya agreed on November 2, 2026, in an ordinary session and by an absolute majority of its members, to delegate to the Mayor’s Office the exercise of the competence to formalize the loan contract with the Institute for Energy Diversification and Saving (IDAE). The agreement is published in the Official Gazette of the Province of Lleida number 212, dated November 5, 2026, with the official reference BOP-2026_0_212_9286 (edict 9286, p. 1).

The loan is formalized charged to the National Energy Efficiency Fund and is part of the second call of the Singular Municipal Lighting Projects program, with file number FN-PSAMII-2025-000076. According to the announcement, the delegation is made under article 22.2.m) and 22.4 of Law 7/1985, of April 2, regulating the bases of the local regime, and articles 52.2.m) and 52.4 of Legislative Decree 2/2003, of April 28, which approves the Recast Text of the Municipal and Local Regime Law of Catalonia.

The background of the Master Plan for outdoor lighting

The formalization of the loan follows the Plenary’s initial approval, in an agreement dated May 11, 2026, of the Master Plan for the renovation and improvement of the outdoor lighting of Bellver de Cerdanya. This file was submitted for public consultation for a period of thirty days, according to the announcement published in the Official Gazette of the Province of Lleida number 205, of October 27, 2026 (official reference BOP-2026_0_205_8905), with publicity also provided on the municipal notice board and the City Council’s transparency portal.

That announcement indicated that, if no claims or suggestions were presented during the public consultation period, the agreement would be understood as definitively approved. The renovation of the outdoor lighting is, therefore, the project to which the credit operation now being delegated responds.

Publicity and signature

The City Council makes the agreement known for the purposes of article 9.3 of Law 40/2015, of October 1, on the legal regime of the public sector. The document appears signed by the mayor-president, Eulàlia Serra Domingo, with a signature date of November 4, 2026, the day after the plenary session.

With this step, the municipal government completes the administrative part of an operation that conditions the investment capacity in a municipal service with a direct impact on electricity consumption and current expenditure. The delegation allows the Mayor’s Office, and not the Plenary, to sign the contract and, if necessary, the public deed, which streamlines the processing of the funds committed with the IDAE.
