Extension of the head of Otorhinolaryngology of the Riojan Health Service

The Riojan Health Service has extended the discretionary appointment of María Inmaculada Martínez Torre to the position of Head of the Otolaryngology Service. The decision, adopted by the Human Resources Directorate of the organization’s Management, is published in the Official Gazette of La Rioja number 173, dated September 9, 2026, page 15451.

The extension will be effective from May 14, 2026, until December 1, 2027, and is adopted while the new call for the position is being processed.

Regulatory Framework

The resolution, signed on September 7, 2026, by the Director of Human Resources, María Begoña Lema De Pablo, is issued by virtue of the powers attributed by article 3.5 h) of Decree 25/2024, of July 23, which establishes the organic structure and functions of the Management of the Riojan Health Service.

The file is based on two precedents from the same body:

• The Resolution of January 29, 2019, which called for the discretionary filling of the position (published in the BOR of February 4, 2019).
• The Resolution of May 6, 2019, which resolved that call (published in the BOR of May 13, 2019).

Content of the Resolution

The resolution contains two main agreements:

• First. To extend the discretionary appointment of María Inmaculada Martínez Torre to the position of Head of the Otolaryngology Service, from May 14, 2026, to December 1, 2027.
• Second. To order the publication of the resolution in the Official Gazette of La Rioja.

Appeals Process

The resolution exhausts the administrative route, in accordance with article 86.3 a) of Law 2/2002, of April 17, on Health. A contentious-administrative appeal may be filed against it before the Contentious-Administrative Court within two months from the day following its notification, in accordance with articles 10.1 m), 14, 46.1, and 46.4 of Law 29/1998, of July 13, regulating the Contentious-Administrative Jurisdiction.

The continuity of the head of the service guarantees the stability of otolaryngological care within the Riojan health network while the new filling of the position is processed, a point of interest for both patients and professionals in the field.
