Two-year extension of the Román Alberca mental health agreement

The Murcian Health Service (SMS) has announced the extension of the agreement signed with the FADE Foundation (Help, Development, and Education Foundation) for the development of the Secunda Program, “Mental Health Accompaniment Project,” at the Román Alberca Psychiatric Hospital. The decision is formalized through the Resolution of the Managing Director of the SMS, signed in Murcia on September 2, 2026, and published in the Official Gazette of the Region of Murcia number 207, dated September 8, 2026 (reference NPE: A-080926-4296).

The extension, signed by both parties on August 31, 2026, extends the validity of the original agreement for a period of two years starting from September 4, 2026. The agreement keeps the remaining clauses of the initial agreement, signed on September 3, 2024, in effect.

A mental health accompaniment agreement

The agreement now being extended was signed on September 3, 2024, between the Murcian Health Service and the FADE Foundation for the development of the Secunda Program, a mental health accompaniment project aimed at patients of the Román Alberca Psychiatric Hospital. The eighth clause of the original agreement established a validity of two years from its signing and provided for the possibility of extension by express agreement of both parties before its expiration.

According to the text, both parties have expressed their satisfaction with the objectives achieved during the initial term and consider it in their interest to extend the agreement, thereby guaranteeing the continuity of a key care service for mental health care in the Region of Murcia.

Signing parties and legal basis

The extension is formalized between two representatives:

• For the Murcian Health Service, the Managing Director, Irene Marín Marín, authorized to sign by Agreement of the Board of Directors of the public entity on July 29, 2024.
• For the FADE Foundation, its President, María José López Montesinos, with registered office at Carril Ruipérez 40, 30007, Murcia, and power of representation granted before the Notary of Murcia María del Pilar Berral on July 26, 2022.

The publication is supported by article 48.8 of Law 40/2015, of October 1, on the Legal Regime of the Public Sector; article 6.6 of Law 7/2004, of December 28, on the Organization and Legal Regime of the Public Administrations of the Autonomous Community of the Region of Murcia; and article 24 of Law 4/1994, of July 26, on Health of the Region of Murcia.

Continuity of a care service

With this extension, the Secunda Program maintains its activity at the Román Alberca Psychiatric Hospital for two more years, ensuring the stability of a support resource aimed at people with mental health problems. The publication in the official bulletin provides transparency to the agreement and guarantees its public knowledge, in line with the principles of publicity and legal certainty that govern the actions of public administrations.
