Pozo de Almoguera aprueba inicialmente el presupuesto municipal de 2026

The Pozo de Almoguera City Council has initially approved its General Budget, the Execution Bases, and the personnel staffing table for the 2026 financial year. The agreement was adopted in an ordinary Plenary session on October 14, 2026, and is published in the Official Gazette of the Province of Guadalajara No. 199, dated Monday, October 19, 2026, in the City Councils section (official announcement reference: 2026_2729).

Initial approval and public exhibition period

The announcement, signed by the mayor-president Jesús Salvador Adán Murillo, makes the file and the mandatory documentation available to the public for a period of fifteen days starting from the publication of the announcement in the provincial gazette. This period is expressly opened “for the purposes of claims and allegations.”

The text further specifies the legal effect of the procedure: in accordance with the adopted agreement, the budget will be considered definitively approved if no claims are presented during the aforementioned period. In other words, the initial approval becomes definitive by the simple passage of time without neighborhood or institutional challenges.

The City Council bases the approval on two state regulations:

  • Article 169 of the Recast Text of the Law Regulating Local Treasuries, approved by Royal Legislative Decree 2/2004, of March 5.
  • Article 20 of Royal Decree 500/1990, of April 20, which develops local budgetary regulations.

Both references place the agreement within the ordinary procedure for the approval of budgets for local entities, which requires public exhibition prior to the entry into force of the economic document.

What the file includes

The plenary agreement covers three distinct components, all subject to the same public information period:

  • The General Budget for the 2026 financial year, with the forecast of income and expenses for the municipality.
  • The Execution Bases, which establish the rules for management and expenditure execution during the year.
  • The personnel staffing table for civil service, labor, and temporary staff of the City Council for 2026.

The announcement does not detail the global budget amounts or the number of positions in the staffing table; these data appear in the file that can be consulted during the public exhibition period. The document includes a verification code (b926b043717de744f6bac3e7f07818d00244e333) for validation on the electronic office of the Provincial Council.

Coincidence with the 2025 General Account

In the same issue of the bulletin, the Pozo de Almoguera City Council publishes another announcement, also dated October 14, 2026, and signed by the same mayor-president, by which the General Account for the 2025 financial year (official reference: 2026_2728) is presented to the public. In this case, a fifteen-day period is opened to submit claims, objections, or observations, in compliance with Article 212 of the Recast Text of the Law Regulating Local Treasuries and once the special accounts commission has been informed.

The coincidence of both procedures in the same plenary session and in the same issue of the bulletin concentrates into two weeks the period during which residents can examine both the accounts of the closed financial year and the budget for the following year.

Impact for residents and suppliers

The initial approval of the 2026 budget and the Execution Bases conditions virtually all municipal activity for the next financial year: from services and investments to contracting with suppliers and the employment relationship of the City Council staff. For residents and companies working with the Council, the fifteen-day period opened with the publication of BOP No. 199 is the only formal window to review the accounts and submit allegations before the budget is definitively approved.
