Pozo Cañada delegates the contracting of its elderly care residence

The Plenary of the Pozo Cañada City Council (Albacete) has agreed to delegate to the Local Government Board the competence to approve the procurement file intended to establish a real right of surface over a patrimonial asset, for the purpose of constructing and operating a nursing home. The decision was adopted in an extraordinary session held on August 27, 2026, and has been made public in the Official Gazette of the Province of Albacete, number 105, dated September 9, 2026.

The delegation is supported by the Second Additional Provision of Law 9/2017, of November 8, on Public Sector Contracts, and complies with the provisions of Article 22.4 of Law 7/1985, of April 2, regulating the Bases of Local Regime. The publication of the announcement complies with the provisions of Article 51.2 of Royal Decree 2568/1986, of November 28, which approves the Regulation of Organization, Operation, and Legal Regime of Local Entities.

A project of high social impact

The initiative will provide the municipality with a socio-sanitary infrastructure that it currently lacks, preventing the elderly residents of Pozo Cañada from having to travel to other towns to receive care. The chosen model, through a surface right over patrimonial land, allows the construction and operation to be handled by a private operator without the City Council assuming the cost of the work.

The project is part of the council’s strategy to stabilize the population and generate local economic activity, as it is an investment that will create stable employment during the construction phase and, subsequently, in the management of the center.

The delegation of competencies concentrates the approval of the procurement file within the Local Government Board, thereby streamlining administrative procedures. The key elements of the procedure are:
