The Minister of Agriculture, Forestry and Fisheries David Vlajčić has adopted the Ordinance on the Implementation of the Support Program for the Implementation of Autumn Sowing in 2026, published in the Official Gazette (Narodne novine) no. 128 of November 6, 2026, under ordinal number 1522. The support is designed as a one-time financial aid for farmers sowing winter crops, with a unit amount of up to 70 euros per hectare for areas between 1 and 50 hectares. The application is completed and submitted exclusively via the protected web application AGRONET of the Agency for Payments in Agriculture, Fisheries and Rural Development.
The Ordinance was adopted based on Article 39, paragraph 5 of the Agriculture Act and implements the Program adopted by the Government of the Republic of Croatia by Decision class 022-03/26-04/395, registry number 50301-27/15-26-3, dated September 10, 2026. The act itself bears class 011-02/26-01/460 and registry number 525-06/211-26-3, is dated October 23, 2026, and enters into force on the first day from the date of publication, i.e., November 6, 2026.
The support is granted as de minimis aid in the agricultural sector, in accordance with Commission Regulation (EU) No 1408/2013 and its amendments from Regulation (EU) 2019/316 and Regulation (EU) 2024/3118. The basis for calculating eligible hectares is not a new application, but the Single Application submitted by the beneficiary for the year 2026.
Eligible Crops and Conditions for Beneficiaries
The support is intended for arable crops sown in the autumn sowing, which the Ordinance lists exhaustively:
- wheat – winter,
- barley – winter,
- oats – winter,
- triticale – winter,
- spelt,
- rye – winter,
- field peas,
- vetch – winter,
- oilseed rape.
Eligible beneficiaries for the support are those registered in the Register of Farmers, who have submitted a Single Application for 2026 with agricultural areas of 1 hectare or more on which one or more of the listed crops are grown, and who submit an application for this support. The minimum incentivized area per beneficiary is 1 hectare, and the maximum is 50 hectares sown with one or more eligible crops.
Public Call and Submission of Applications via AGRONET
The process is managed entirely by the Agency for Payments in Agriculture, Fisheries and Rural Development: it publishes the Public Call on its website (www.apprrr.hr), receives applications, verifies whether the applicant meets the eligibility conditions, calculates the support, makes decisions, and pays out the funds.
The Public Call determines the method, conditions, and deadline for submitting applications, the documentation that the beneficiary must attach, the administrative control of received applications, the approval and payment of financial funds, and the recovery of received funds. The Ordinance itself does not establish a deadline for submitting applications – it will be published in the Public Call.
The application is completed and submitted via AGRONET, and by submitting the application, the applicant accepts the payment of support in accordance with the terms and criteria of the Program, the Public Call, and the Ordinance. After the controls have been carried out, the Paying Agency issues either a Decision on the approval of payments for users who have met the conditions or a Decision on non-compliance with the conditions, both of which are delivered to the applicant via AGRONET.
Proportional distribution of funds and legal remedy
Support is awarded through a uniform proportional distribution based on the calculated amount of support for all eligible users and the available budget funds. If, after receiving all applications, it is determined that the total requested amount is greater than the amount secured in the budget, the amount of support per user will be proportionally reduced; if the total amount of applications is less than the secured amount, the maximum amount of support per user may be proportionally increased.
An appeal against the Agency’s decisions may be filed in accordance with Article 15, paragraph 5 of the Agriculture Act. In the case of unjustified payments, the user shall return the amount determined by the Agency in a decision on the return of funds, in accordance with Articles 144, 145, and 146 of the same act. All personal data collected on the basis of the Ordinance are handled in accordance with the law regulating the implementation of the General Data Protection Regulation.
For arable farmers who have already sown winter crops this autumn, this is a direct cash injection linked to the already submitted Single Application, so it is crucial to monitor the publication of the Public Call and the deadline specified therein – a missed application in AGRONET cannot be compensated after the expiration of that deadline.
