Postojna to refund 2026 election campaign costs per vote cast

The Občinski svet Občine Postojna has adopted a decision on the partial reimbursement of election campaign costs for the 2026 local elections, fixing 0.33 EUR for every vote won by lists that obtain seats in the municipal council and 0.12 EUR for every vote won by mayoral candidates. The Sklep o delni povrnitvi stroškov volilne kampanje za lokalne volitve 2026 v Občini Postojna was adopted at the council’s 33rd regular session on 16 September 2026 and published in the Uradni list Republike Slovenije, no. 1461/2026, of 21 September 2026.

The measure is issued under Article 28 of the Zakon o volilni in referendumski kampanji (Official Gazette of the Republic of Slovenia, nos. 41/07, 103/07 – ZPolS-D, 105/08 – Constitutional Court decision, 11/11, 28/11 – Constitutional Court decision, 98/13, 8/15 and 6/18 – Constitutional Court decision) and Article 16 of the Statut Občine Postojna (Official Gazette of the Republic of Slovenia, nos. 58/22 – consolidated text UPB1 and 41/25). It defines both the beneficiaries and the criteria for partial reimbursement, and it is signed by the mayor of Postojna, Igor Marentič, under file number 041-8/2026.

Who is entitled to reimbursement

• Campaign organisers whose lists won seats in the municipal council: 0.33 EUR per vote obtained.
• Campaign organisers for mayor whose candidates reached at least 10% of the total number of registered voters who cast a ballot: 0.12 EUR per vote obtained.
• If the mayoral election goes to a second round, the two candidates contesting it are entitled to 0.12 EUR only on the votes obtained in that second round.

Caps and the spending ceiling

Campaign spending for both the council and the mayoral elections may not exceed the amounts laid down by the law governing election campaigns. In every case, the total sum reimbursed may not exceed the amount actually spent, as shown in the report submitted to the municipal council and to the Računsko sodišče Republike Slovenije (Court of Audit). This ceiling applies equally to council lists and to mayoral candidates, including those in a run-off.

Payment and entry into force

Reimbursement is made from the municipal budget at the organiser’s request, within 30 days of the submission of the report on all funds collected and spent for the campaign to the municipal council and the Court of Audit. The decision enters into force on the day following its publication in the Uradni list Republike Slovenije.

The decision turns the outcome of the vote into a direct, per-vote subsidy for the organisers who competed in Postojna, and it fixes in advance the price the municipal budget will pay for each ballot obtained. For voters and candidates alike, it sets the financial terms of the 2026 local contest: a list that wins seats knows what each vote is worth, while mayoral hopefuls must clear the 10% threshold of those who actually voted before any public money is returned to them.
