Postojna sets 2026 campaign refund rates for council and mayor

The Municipal Council of Postojna has set the rates for partial reimbursement of election campaign costs for the 2026 local elections, in a decision published in the Uradni list Republike Slovenije no. 1461/2026 of 21 September 2026. Campaign organisers who won seats in the municipal council will recover 0.33 euros per vote, while organisers of mayoral campaigns will recover 0.12 euros per vote. The decision, registered under EDA 2026-5883512000-0010, was adopted at the council’s 33rd regular session on 16 September 2026 and signed by the Mayor of Postojna, Igor Marentič.

The measure rests on Article 28 of the Zakon o volilni in referendumski kampanji (Uradni list RS, št. 41/07, 103/07 – ZPolS-D, 105/08 – decision of the Constitutional Court, 11/11, 28/11 – decision of the Constitutional Court, 98/13, 8/15, 6/18 – decision of the Constitutional Court) and on Article 16 of the Statute of the Municipality of Postojna (Uradni list RS, št. 58/22 – consolidated text UPB1 and 41/25). Numbered 041-8/2026 and dated Postojna, 16 September 2026, the decision defines the beneficiaries and the criteria for partial reimbursement of campaign costs for the local elections held in 2026 in the municipality.

It also restates the statutory ceiling: campaign spending for the council election and for the mayoral election may not exceed the amounts laid down by the national law governing electoral campaigns. The text separates the two races, applying one rate to the representative body and another to the individually elected office of mayor.

Who qualifies and how much

• Municipal council: 0.33 euros for every vote won, payable to campaign organisers who were awarded seats in the council.
• Mayor: 0.12 euros for every vote won, payable to organisers whose candidates reached at least 10% of the total number of voters who cast a ballot.
• Runoff: if the mayoral election goes to a second round, the two candidates competing in it are entitled to 0.12 euros only for the votes obtained in that round.

Caps, reports and the 30-day deadline

In both races the total amount reimbursed may not exceed the funds actually spent, as evidenced by the report submitted to the municipal council and to the Court of Audit (Računsko sodišče). Reimbursement is made from the municipal budget at the organiser’s request, within 30 days of the submission of the report on all funds raised and spent for the campaign to the council and the Court of Audit.

The decision takes effect the day after its publication in the Uradni list, that is on 22 September 2026.

The decision fixes how much public money local parties and candidate lists can recover after the 2026 local elections in Postojna, and it links every euro to documented spending and external scrutiny. Because reimbursement is capped by actual expenditure and conditional on filing reports with both the municipal council and the Court of Audit, the final sums will depend on how much each campaign spent and how many votes it won.
