Portugal renews military appointments in NATO missions in Europe

The Portuguese Government has dismissed and appointed Armed Forces officers to positions within the structures of the North Atlantic Treaty Organization (NATO), through Orders no. 383 to 386/2026/2, published in the Diário da República, 2nd series, no. 170, of September 2, 2026. The four orders, signed by the offices of the Minister of State and Foreign Affairs and the Deputy Secretary of State and National Defense, renew the presence of Portuguese military personnel in Atlantic Alliance posts in Belgium, Estonia, and Turkey.

These movements are part of the rotation policy for military personnel in international missions, which ensures the continuity of Portuguese representation in NATO commands and centers. In the same issue of the official gazette, the Office of the Minister of State and Foreign Affairs also determined the transition to availability of two ambassadors, in a set of decisions that simultaneously affect Defense and Diplomacy.

Four Alliance bodies

The orders are distributed across four NATO structures, each with specific functions within the allied framework:

• NATO Special Operations Headquarters (NSHQ), in Mons, Belgium — special operations center;
• Supreme Headquarters Allied Powers Europe (SHAPE), in Mons, Belgium — supreme command of allied forces in Europe;
• Cooperative Cyber Defense Centre of Excellence (CCD COE), in Tallinn, Estonia — center of excellence in cyber defense;
• Headquarters Allied Land Command (LANDCOM), in Izmir, Turkey — command of allied land forces.

Appointments and dismissals

Order no. 383/2026/2 dismisses CTEN FZ Philippe Dias from the position of “OSO EOS 0020 — Course Director/Instructor” at NSHQ, to which he had been appointed by Order no. 169/2024, of January 31, and appoints MAJ INF Bruno Aguiar Couto to the same post. Order no. 384/2026/2 appoints TCOR PILAV Romeu José de Azevedo Rocha to the position of “OSC OAX 0820 — J33 Branch Coordination Officer” at SHAPE.

Order no. 385/2026/2 dismisses TCOR ENGEL Nuno Ricardo Toste Pinheiro Rodrigues from the position of “STRAT-09 — Researcher (Defence Planning and Capability Development)” at the CCD COE, in Tallinn, and appoints TCOR TM Víctor Manuel Roxo Vicente Custódio to the same position. Finally, Order no. 386/2026/2 dismisses SAJ PESSEC Pedro Miguel Gomes de Oliveira from the position of “OLC RHMX 0050 — Staff Assistant (Military Personnel)” at LANDCOM, in Izmir, and appoints SAJ ADMIL Jorge Manuel Cardoso Vieira.

Diplomacy in motion

In the same bulletin, Order No. 10850/2026 determines the transition to availability of Ambassador Jorge Ayres Roza de Oliveira, and Order No. 10851/2026 that of Ambassador Maria Clara Nunes Pinto Capelo Ramos Nunes dos Santos. The decisions, made by the Office of the Minister of State and Foreign Affairs, accompany the renewal of military personnel and signal a phase of top-level reorganization in the State’s external representation.

The simultaneous renewal of military posts at NATO and diplomatic personnel reinforces the Portuguese presence in the decision-making bodies of the Atlantic Alliance, within a context of strengthening defense capacity and interoperability between allies.
