Por FactBox Admin

The Mayor’s Office of the Portomarín City Council has delegated to councilor Sergio Vázquez González the celebration of a civil marriage to be officiated on the coming September 11, 2026, at the city council itself. The decision was adopted by decree of the Mayor’s Office on August 25, 2026, and was published in the Official Gazette of the Province of Lugo, number 197, on Saturday, August 29, 2026, under reference R. 2317.

The delegation allows the councilor to assume the competence of officiating the ceremony between Paula Andrea Jiménez Pinzon and Oliver Antonio Batero Flórez, an act of local interest that reinforces the institutional transparency of the municipality.

The measure is supported by a set of regulations governing the delegation of powers in local entities and the celebration of civil marriages. Among them are article 23.4 of Law 7/1985, of April 2, Regulating the Bases of Local Regime, and article 61.3 of Law 5/1997, of July 22, on Local Administration of Galicia.

The framework is completed by the provisions of articles 43 and 44 of Royal Decree 2568/1986, of November 28, which approves the Regulation on the organization, operation, and legal regime of local entities, as well as article 58.1 of Law 20/2011, of July 21, on the Civil Registry and article 51 of the Civil Code.

Content of the decree

The decree of the Mayor’s Office, signed by Mayor Pablo Rivas Folgueira, establishes two agreements:

  • To delegate to councilor Sergio Vázquez González, with DNI number *5273, the celebration of the civil marriage between Paula Andrea Jiménez Pinzon and Oliver Antonio Batero Flórez, which will take place on September 11, 2026, at the Portomarín City Council.
  • To order the publication of the agreement in the Official Gazette of the Province, in compliance with the provisions of article 44.2 of Royal Decree 2568/1986.

Relevance for the residents

The delegation of powers regarding civil marriage is a common practice in Galician councils that allows for the streamlining of the processing of these acts and brings the administration closer to the citizens. With this decision, Portomarín ensures that the ceremony is held within the municipality itself, without the need for travel, and publicizes the agreement as required by transparency and local regime regulations.
