Portomarín definitively approves the ordinances for the gym, padel, and pricing

The Portomarín City Council has definitively published three municipal regulations affecting users of sports facilities and municipal services: the regulation for the use and operation of the gym, the padel court ordinance, and the general public prices ordinance. The texts appear in the Official Gazette of the Province of Lugo number 201, dated September 3, 2026, signed by the mayor, Pablo Rivas Folgueira.

The three regulations were initially approved by the Plenary of the Corporation in June 2026 and exposed to the public in the BOP —no. 155 of July 9 and no. 158 of July 13— without any claims, allegations, or suggestions being presented, and are therefore considered definitively approved. All of them enter into force following their full publication in the provincial gazette.

Municipal Gym

The regulation for the gym, located at Praza do Camiño (Villanueva Cendón Sports Center) no. 4, regulates access through personal and non-transferable electronic credentials and establishes a wide range of rights and obligations for users and technical staff. Only persons over 18 years of age who pay the corresponding fee may be users.

The sanctioning regime distinguishes between minor and serious offenses:

• Minor offenses are corrected with a written warning and, if the behavior persists, with the loss of user status for 30 days.
• Serious offenses entail the loss of user status for between 60 days and 2 years, in addition to the restitution of the damage caused.

Padel Court

The padel court ordinance establishes reservation slots of 90 minutes, with a maximum of 180 minutes per day per user, and reservations are made by email 24 hours in advance. Reservations not fulfilled within 10 minutes are canceled, and failure to use the court without four hours’ prior notice implies the loss of the amount paid and the inability to reserve for one week.

The sanctioning regime grades infractions into three levels:

• Very serious: fine from 1,501 to 3,000 euros, with a possible definitive ban on access.
• Serious: fine from 751 to 1,500 euros, with a ban for up to six months.
• Minor: fine from 30 to 750 euros, with a ban for up to three months.

Public Prices

The general public prices ordinance establishes the common rules for all prices that the City Council may set, which must cover at least the cost of the service, although it is permitted to set them below cost for social, charitable, cultural, or public interest reasons. The setting and modification of prices are the responsibility of the Plenary, with delegation to the Local Government Board.

With these three regulations, the Portomarín City Council provides its own regulatory framework for its sports services and its public pricing policy, with a sanctioning regime of up to 3,000 euros affecting all users of municipal facilities. The definitive publication in the BOP provides legal certainty to both the administration and the users.
