The Porrera City Council has definitively approved the modification of the Fiscal Ordinance regulating the waste collection tax, which sets new rates for homes and commercial activities in the municipality. The agreement, adopted by the Plenary in the session of July 22, 2026, is published in the Official Gazette of the Province of Tarragona on September 10, 2026, with the official reference CVE 2026-08282 (pages 1-3).

An approval process with objections

The City Council Plenary provisionally approved the modification of the ordinance, specifically Article 5, in the session held on May 13, 2026. The agreement was submitted for public consultation for 30 days through its publication in the BOP of Tarragona on May 22, 2026, a period during which objections were submitted.

On July 22, 2026, the Plenary agreed to fully dismiss the objections presented, in accordance with the Secretary-Intervention report contained in the file, and definitively approved the modification of the ordinance. The agreement is based on Article 17.4 of the revised text of the Law regulating local treasuries (Royal Legislative Decree 2/2004, of March 5), Article 111 of Law 7/1985, of April 2, and Article 178 of Legislative Decree 2/2003, of April 28, which approves the revised text of the Municipal and Local Regime Law of Catalonia.

Rates for domestic waste

The tax quota will consist of a fixed part based on the type of waste. For the management of domestic waste (Heading I), the rates per object or living unit are as follows:

  • Housing: €110.00
  • Courtyards/warehouses without activity: €41.25
  • Inactive commercial premises: €110.00
  • Premises intended for private use: €110.00

Rates for commercial waste

For the management of commercial waste (Heading II), the quota will consist of a fixed part for each activity property, according to its nature. The rates per object or unit are:

  • Professional offices (per office or study): €137.62
  • Rural houses and colonies; homes intended for tourist rental: €274.61
  • Retail establishments and product tasting shops: €142.49
  • Bakery: €155.02
  • Restaurants: €274.61
  • Cafeterias and bars: €244.71
  • Pharmacy: €142.49
  • Alternative medicine; hairdressing, beauty and aesthetics salons: €137.62
  • Vehicle repair workshops: €179.78
  • Wine cellars and oil mills: €142.49

Impact for taxpayers

The new ordinance affects all taxpayers in the municipality, both households and holders of economic activities, who will see their fees updated based on the type of waste they generate. The agreement, signed by Mayor Joan Carles García Vaqué, concludes the administrative route, meaning that interested parties may file a contentious-administrative appeal before the Contentious-Administrative Chamber of the High Court of Justice of Catalonia within two months of notification.

Publication in the official bulletin and on e-TAULER guarantees the publicity of the regulation and the effectiveness of the new rates, which will be applied from the date they enter into force. The residents of Porrera must take these amounts into account when planning their municipal tax obligations.
