Por FactBox Admin

The Pontevedra City Council has opened a public call to fill, through the system of free appointment, the position of Director General of European Funds and Grants, a management position that will report directly to the mayor’s office. The Local Government Board approved the call in the session of October 8, 2026, with a subsequent correction of errors approved on October 15, and the announcement is published in the Official Gazette of the Province of Pontevedra (BOPPO) no. 203, of October 21, 2026, under file 2026/NOMDIRXERAL/000001.
The call is part of the modification of the staff establishment (RPT) for management personnel approved by the Local Government Board on July 24, 2026, and published in the BOP no. 142, of July 28, 2026. The functions of the position are those assigned to management bodies by Article 45 of the Organic Regulation of the Government and Municipal Administration, and are detailed in Annex II of the final approval agreement of said modification, available in the Transparency section of the municipal electronic office.
The matter had already passed through the Local Government Board on October 8, the summary of whose agreements was published in the BOP no. 198, of October 14, 2026, with reference 2026/ASXGL/000056. The correction of errors was processed in the session of October 15 and appears in the summary of agreements published in the same BOPPO no. 203 of October 21, with reference 2026/ASXGL/000057.
Requirements and submission deadline
Those who meet any of the following conditions on the last day of the submission period may apply for the call:
- Be a local administration civil servant with national qualification.
- Be a career civil servant of the State, the autonomous communities, or local entities, belonging to bodies or scales classified in group A, subgroup A1, for which a doctorate, degree, graduate, engineer, architect, or equivalent title was required for entry.
Applications must be submitted within a period of 10 business days starting from the day following the publication of the call in the BOPPO. Along with the application, a curriculum vitae, a copy of the DNI, and supporting documentation for the claimed merits must be provided.
The preferred method is electronic, using the standardized form of the electronic office of the Pontevedra City Council. Alternatively, they are accepted in paper format at the municipal registry assistance office or through any of the forms specified in Article 16.4 of Law 39/2015. Anyone who does not submit the application through the electronic registry or at said office must communicate this on the same day by fax (886 212 843) or email (servizopersoal@pontevedra.eu).
Remuneration, dedication, and merits
The appointed person shall receive the basic remuneration of civil service personnel of group A, subgroup A1, and the complementary remuneration established for the position in the RPT (Personnel Structure Report) for management personnel. The position is assigned a total incompatibility and a grade B hourly availability, and is subject to the regime of Law 53/1984, of December 26, on incompatibilities of personnel in the service of public administrations.
Regarding merits, competencies and experience in the public sector in human resources management or personnel direction, the performance of management positions, and the management of or participation in economic and/or subsidy units will be valued. This experience must be accredited for a minimum of two years, continuous or discontinuous.
Appointment, revocation, and appeals
The appointment corresponds to the Local Government Board, within a period of one month from the end of the application submission period. The resolution will be published on the notice board and on the municipal electronic office, and the position may be declared vacant. The designated person may be freely removed from their duties by the same body that appointed them.
The assigned destination is non-renounceable, unless another destination is obtained through a public call before the deadline for taking office expires. Anyone who does not take office within the established period shall forfeit their rights and be declared on voluntary leave for private interest, in accordance with Article 92.2 of Law 2/2015, on public employment in Galicia.
Against the agreement, which ends the administrative route, an optional appeal for reversal may be filed before the Local Government Board within one month, or a contentious-administrative appeal before the Contentious-Administrative section of the Court of First Instance of Pontevedra within two months. The announcement is signed by the government councilwoman responsible for the area of non-territorialized services and bears the secure verification code WJ2V8ZX4CRNS1IET.
The creation of this management position responds to the need to concentrate the capture and management of European Union funds and subsidies from other administrations under a single command, an area that until now was divided among different services. For civil service personnel of subgroup A1 interested in management positions, and for entities and consultancies working with public grants in the municipality, the call opens a window of ten business days to submit candidacies.
