Por FactBox Admin

The Provincial Council of Pontevedra convened an extraordinary plenary session for 12:00 PM on Friday, November 6, 2026, for the purpose of initially approving the provincial budget for the 2027 financial year and the credit modification file number 10/2026. The call, formalized by presidential resolution, is published in the Official Gazette of the Province of Pontevedra (BOPPO) number 214, dated Thursday, November 5, 2026, with the official reference 2026077061, within the Local Administration section.
The session is convened under article 34.1.c) of Law 7/1985, of April 2, regulating the bases of the local regime, and articles 61.4 and 5 of Royal Decree 2568/1986, of November 28, which approves the Regulation of organization, operation, and legal regime of local entities, with express support in article 46.2.a) of the same law for the holding of an extraordinary session. The resolution orders notification to all members of the corporation and publication in the provincial gazette; the document, electronically signed, bears the secure verification code S0YE19EK5UQM7AEC for the verification of its integrity on the Council’s electronic headquarters.
The plenary of the provincial corporation consists of 27 members: 14 from the PP, 9 from the PSdeG-PSOE, and 4 from the BNG, with the presidency held by Luis López Diéguez and the secretariat in charge of María Beatriz Del Cerro del Río, as reflected in the extract of the ordinary plenary of October 30 published in the same number 214 of the gazette.
Two points on the agenda
The agenda of the extraordinary session consists of only two matters, both of an economic nature:
- Initial approval of the Budget of the Provincial Council of Pontevedra for the 2027 financial year (Files 2026075262-2026057910-2026073984).
- Initial approval of the credit modification file number 10/2026 (Files 2026075506-2026075492).
The announcement does not provide the global amount of the 2027 budget nor the economic scope of the credit modification, data which do not appear in the published call. It does confirm that the initial approval is submitted to the plenary before any subsequent public exhibition procedure.
The chain of 2026 credit modifications
Friday’s meeting comes after a continuous sequence of budgetary adjustments throughout the financial year, all initially approved by the provincial plenary and published in the BOPPO:
- 6/2026, initially approved in the plenary session of July 31: extraordinary credits for 188,030.00 euros and credit supplements for 1,099,767.62 euros.
- 7/2026, initially approved in an extraordinary plenary session on September 11: extraordinary credits for 8,000,000.00 euros.
- 8/2026, initially approved in the plenary session of September 25: extraordinary credits for 313,400.00 euros, supplements for 2,705,804.60 euros, and modification of Annex II of the execution bases of the current budget.
- 9/2026, initially approved in the plenary session of October 30: credit supplements SUP.08/26 for 2,063,335.00 euros.
File 9/2026 illustrates the usual procedure for these adjustments: the edict published in issue number 214 of the BOPPO establishes a public exhibition period of fifteen business days, in accordance with articles 177 and 169 of Royal Legislative Decree 2/2004, of March 5, which approves the revised text of the Law regulating local treasuries, and warns that, in the absence of claims, the provisional agreement becomes final.
From the October 30 plenary to Friday’s session
The corporation has just closed an ordinary session of 21 points in which the credit modification 9/2026 was unanimously approved, in addition to agreements with the councils of Nigrán, Gondomar, and Baiona within the framework of the Val Miñor 15-minute plan, the addendum to the agreement with the Ministry of Culture, Language and Youth for the works of the Teatro Cine Fraga de Vigo, and an agreement with the Ministry of Employment, Trade and Emigration for three new entrepreneurship hubs in the province. In the same session, motions from the BNG and PSdeG-PSOE regarding housing and wages were rejected by a majority.
The 2027 budget will be the first that the Deputación initially approves after that session and will determine the spending framework for all provincial areas, including investments in roads and infrastructure, cooperation with councils, and municipal assistance services.
The relevance of the meeting is direct for the 61 councils of the province: the budgetary framework with which the Deputación will finance provincial roads, cooperation plans, technical assistance, and employment programs throughout 2027 depends on the result of the plenary session on November 6, in addition to setting the starting point for councils to plan their own contributions and grant requests.
