Pontevedra approves extraordinary credit 9/2026 in an urgent session

The Local Government Board of the Pontevedra City Council ratified the urgency of its session on October 23, 2026, and initially approved credit modification file number 9/2026 (2CEXT-SUP/2026), via extraordinary credit and credit supplement. The extract of the agreements is published in the Official Gazette of the Province of Pontevedra (BOPPO) number 208, Wednesday, October 28, 2026, with official reference 2026/ASXGL/000060. The document also includes the approval of the project, processed under reference 2026/MODORZA/000009.

The announcement is inserted in the Local Administration section, Pontevedra municipal heading, within the “other documents, notifications, and public information” of the provincial gazette edited by the Provincial Council of Pontevedra. It is, therefore, the public communication of an agreement adopted in an extraordinary and urgent session, a formula that the municipal government has been using recurrently this autumn.

Two points and a prior ratification

The agenda of the session was resolved in two consecutive agreements, as they appear in the official extract:

• 01.- Ratification of the urgency of the session, a mandatory prior step to validate the extraordinary call.
• 02.- Initial approval of credit modification file number 9/2026 (2CEXT-SUP/2026), via extraordinary credit and credit supplement, with approval of the project (reference 2026/MODORZA/000009).

The ratification of the urgency opens the extract and is the first point, which confirms that the call did not follow the ordinary pattern of the collegiate body. The session was held on 10.23.2026, according to the date listed in the title of the announcement itself, and the extract reaches the gazette five days later, on October 28.

Extraordinary credit and credit supplement

The approved modification combines the two modalities permitted by local treasury regulations: extraordinary credit, for expenses that cannot be delayed and for which no credit exists, and credit supplement, to reinforce items already funded but insufficient. The file receives double numbering 9/2026 and 2CEXT-SUP/2026, and its administrative processing is identified as 2026/MODORZA/000009.

The extract published in BOPPO number 208 does not detail the amount of the modification nor the specific destination of the affected items, data which do not appear in the text of the announcement.

The budgetary framework of the fiscal year

The operation takes place on a consolidated budget of 154,369,456.41 euros in the expenditure statement and 154,373,431.37 euros in the income statement, according to the data that the Pontevedra City Council itself published in BOPPO number 169, on September 3, 2026. That same announcement made final the credit modification 5/2026 (1CEXT-SUP/2026), via extraordinary credit and credit supplement, for a total amount of 12,660,574.64 euros.

The processing of these modifications is based on article 169.1 and 177.2 of the recast text of the Law regulating local treasuries, approved by Royal Legislative Decree 2/2004, and on articles 20, 38.2 and 42.1 of Royal Decree 500/1990, of April 20. The general regime requires the initial approval agreement to be submitted for public information and elevated to definitive if no claims are presented, as happened in the September file.

A widespread practice in the autumn

The recourse to extraordinary and urgent sessions is common in the Local Government Board of Pontevedra during this period: the provincial bulletin records calls of this type on October 2, October 19, and October 23. The session of 19.10.2026, published in BOPPO number 204 on October 22 with the reference 2026/ASXGL/000059, included an agreement with the Ministry of Presidency, Justice and Sports for the table tennis pavilion of Monte Porreiro and a sponsorship contract for the Feroz Awards. The same number 208 of October 28 also publishes the extract of the ordinary session of 22.10.2026 (2026/ASXGL/000058).

The initial approval is the first administrative step: file 9/2026 now awaits its public exhibition and, if there are no objections, its elevation to definitive, at which point the modified items may be executed.
