Pontevedra approves expropriations and fair price agreements in unit UA-23

The Local Government Board of the Pontevedra City Council approved in its ordinary session on October 22, 2026, a block of four expropriation files by operation of law and a proposal for mutual agreements or settlements with the owners of the plots pending expropriation from UA-23 of the PXOU. The decision is published in the Official Gazette of the Province of Pontevedra (BOPPO) number 208, dated October 28, 2026, in the Local Administration section, via the summary of agreements 2026/ASXGL/000058. The files are registered under the execution of judgment 112/2015 of the Contentious-Administrative Court number 2 of Pontevedra.

Four expropriations and one dismissal

The second point of the resolution part, within the Contracting and Heritage block, resolves two expropriations by operation of law of individual plots within the municipal district, and a third agreement dismisses a neighbor’s request while recognizing the duty of payment. The list of approved files is as follows:

• Plot with cadastral reference 9771901NG2997S0001SW, file 2023/XUSTIPREZO/000002.
• Plot with cadastral reference 9770022NG2997S0001FW, file 2024/XUSTIPREZO/000002.
• Dismissal of the request for compulsory expropriation by operation of law of the plot with cadastral reference 9770024NG2997S0001OW and recognition of the obligation to pay the fair price of the plot with cadastral reference 9770021NG2997S0001TW, file 2024/XUSTIPREZO/000003.
• Plot located in Valdecorvos with cadastral reference 0480966NG3907N0001RH, file 2021/XUSTIPREZO/000003, incorporated via the urgency procedure.

This last matter entered the agenda through a prior declaration of urgency and was included by unanimity of the Local Government Board, as stated in the summary itself. The fair price files follow the municipal numbering by year, from 2021 to 2024, reflecting a processing period extended over time.

Mutual agreements for property number 1 of UA-23

The agreement with the greatest territorial scope is the fifth point: the proposal for mutual agreements or settlements between the plot owners and the Pontevedra City Council regarding the fair price of the assets and rights to be expropriated listed as property number 1 of the expropriation project for the pending lands of UA-23 of the PXOU, including the lands destined for roads within the unit’s perimeter. The declared objective is to develop the corresponding urbanization project, that is, to convert the pending area into consolidated urban land.

The route of mutual agreement replaces the unilateral fixing of the price and avoids, when successful, the process through the Expropriation Jury. The municipal file is 2025/PEZAXEBRADA/000001.

Execution of a 2015 judgment

The action derives from judgment 112/2015 issued in ordinary procedure 102/2014, with NIG 36038 45 3 2014 0000301, of the Contentious-Administrative Court number 2 of Pontevedra. The execution now corresponds to the Court of First Instance, Contentious-Administrative Section, plaza number 2 of Pontevedra, under procedure EJD 30/2020, as identified in the published extract.

The published extract does not detail the amounts of the agreements nor the nominal list of the affected owners, data which are referred to the individual notification and the administrative file. The draft minutes of the previous ordinary session, of October 15, 2026, with reference 2026/ASXGL/000057, were also approved.

The resolution directly affects the owners of plots in the surroundings of UA-23, who from now on have a negotiated way to collect the fair price without waiting for the Jury’s valuation, and sets the pace at which the City Council of Pontevedra closes one of the longest execution units of its planning, pending for more than a decade.
