Ponte Caldelas publica oito ordes de biomasa ao non localizar os donos

The City Council of Ponte Caldelas published this Tuesday, November 3, in the Official Gazette of the Province of Pontevedra (BOPPO) the notification of eight execution orders for biomass management in plots in A Insua, Laxoso de Abaixo, and Gradín, after personal communication to the responsible parties failed. The announcement, signed by the mayor-president Andrés Díaz Sobral dated October 28, 2026, and published in issue number 212 of the gazette, grants owners a period of 15 calendar days for voluntary compliance. The publication in the BOPPO replaces individual notification due to the impossibility of carrying it out for reasons not attributable to the Administration.

Eight files distributed across three nuclei

The published list affects eight plots, identified by their cadastral reference and polygon, and covers three nuclei of the Pontecaldelá parish:

  • File 2143-2026: plot 887 of polygon 12, in Gradín, with cadastral reference 36043A012008870000JZ, under the responsibility of Carmen Cerqueira Martínez; initiation resolution dated 10.26.2026.
  • File 2144-2026: plot 886 of polygon 12, in Gradín (36043A012008860000JS), corresponding to Antonio Barreiro; resolution dated 10.26.2026.
  • File 2145-2026: plot 885 of polygon 12, in Gradín (36043A012008850000JE), belonging to Antonio Manuel Barreiro López; resolution dated 10.26.2026.
  • File 2187-2026: plot 733 of polygon 12, in Gradín (36043A012007330000JA), belonging to Arminda Vidal Corbacho; resolution dated 10.27.2026.
  • File 2196-2026: plot 744 of polygon 12, in Gradín (36043A012007440000JF), belonging to Leopoldo Barreiro Barreiro; resolution dated 10.28.2026.
  • File 2172-2026: plot 235 of polygon 10, in Laxoso de Abaixo (36043A010002350000JW), belonging to José Moreira; resolution dated 10.26.2026.
  • File 2173-2026: plot 236 of polygon 10, in Laxoso de Abaixo (36043A010002360000JA), belonging to Elvira Boullosa Concha; resolution dated 10.28.2026.
  • File 1670-2026: plot 738 of polygon 43, in A Insua (36043A043007380000JK), belonging to María Dolores Torea Fernández; initiation resolution dated 10.09.2026.

The document specifies that in all plots, the provisions of Article 21 of Law 3/2007, of April 9, on the prevention and defense against forest fires in Galicia are being breached, a regulation that establishes the obligation to manage plant biomass and remove prohibited tree species in protection strips.

Fifteen days and then subsidiary execution

The period for voluntary compliance is 15 calendar days and begins to count the day following the receipt of the notification. After this period has elapsed without action, the City Council may order the subsidiary execution of the works and charge the costs to those responsible, in accordance with article 22.4 of Law 3/2007. The announcement further reminds that article 22.6 obliges owners to facilitate access to the entities in charge of the works, which will not require authorization to intervene in the management strip networks.

The processing is based on article 22.2 of the same law and articles 44 and 46.1 of Law 39/2015, of October 1, on common administrative procedure, which enable notification by announcement when communication proves unsuccessful. The file and the notification are available to interested parties at the Ponte Caldelas City Council, at Avenida de Galicia, 17, 36820, as well as on the municipal electronic office. The document incorporates the secure verification code WRFH3W4HLQF71OC3.

A campaign that has already cost neighbors money

This Tuesday’s publication is not an isolated case. The same council had already notified execution orders via this route in several previous bulletins, confirming a sustained biomass control campaign in the municipality. The BOPPO of September 18 included file 1176-2026, in a plot in A Roca–A Insua, with subsidiary execution costs of 360.00 euros; that of October 14 collected files 1671-2026 and 1579-2026, both in A Insua; and that of October 21 added file 69-2026, in Cuñas, with a cost of 180.00 euros. The sequence shows that the route of subsidiary execution has already been applied with effective costs in some cases.

The announcement is part of the municipal competencies regarding forest fire prevention, in a council with a large forest area and dispersed rural centers. The publication in the official bulletin is, in itself, the mechanism that activates the calculation of the deadlines.

The relevance for readers is direct: the owners of the eight mentioned plots must clear the land within the next 15 calendar days if they do not wish to assume the costs of the works executed by the Council, and any person with plots in the centers of Gradín, Laxoso de Abaixo, or A Insua should check the BOPPO to see if they appear on the list before the deadline expires.
