Ponte Caldelas carries out biomass clearing in four plots for 3,690 euros
Por FactBox Admin

The City Council of Ponte Caldelas has declared the voluntary route exhausted and ordered the subsidiary execution of biomass management works on four plots located in the areas of Cuñas and Buchabade-Touron, within the municipal district. The measure involves charging the costs of the works to the landowners, who did not respond to previous communications. The announcement, signed by Mayor Andrés Díaz Sobral on October 19, 2026, is published in the Official Gazette of the Province of Pontevedra (BOPPO) number 203, corresponding to Wednesday, October 21, 2026, in the Local Administration section.
Four files and 3,690 euros in costs
The four proceedings total an economic impact of 3,690 euros, although the amount is very uneven depending on the case: three of the owners face amounts from 90 to 180 euros, while the fourth exceeds 3,200 euros.

Three of the resolutions are dated September 15, 2026, and the remaining one, the highest amount, October 13, indicating that the Council closed the files opened for non-compliance with the biomass management obligation on different dates.
Notification by edict and one-month deadline
The Council justifies the publication in the provincial gazette on the grounds that it was not possible to carry out the communication provided for in number 2 of article 22 of Law 3/2007, of April 9, on the prevention and defense against forest fires in Galicia, for reasons not attributable to the Administration. Therefore, it applies article 44 of Law 39/2015, of October 1, on the common administrative procedure of public administrations, and publishes the edict to serve as official notification.
The announcement also invokes article 22.4 of the same regional law, which enables the council to subsidiarily execute the works when the obligation is breached, charging the costs to the responsible persons, and article 22.6, which obliges the owners to facilitate access to the entities carrying out the works without the need for authorization.
The deadline set in the edict is one month. Interested parties may consult the notification and the complete file at the Ponte Caldelas City Council, at Avenida de Galicia, 17, 36820 Ponte Caldelas (Pontevedra), or through the entity’s electronic office. Background: September and October
Subsidiary execution is not an isolated occurrence in the municipality. BOPPO number 180, dated September 18, 2026, had already published two files of this type: 1176-2026, with a cost of 360.00 euros for Herminda Martínez Vaqueiro (polygon 36, plot 239, A Roca-A Insua), and 967-2026, with 720.00 euros for Elena Lorenzo Barreiro (polygon 9, plot 211, A Fraga-Caritel).
For its part, number 198, dated October 14, 2026, included five execution orders —a phase prior to the subsidiary one— with a deadline of 15 calendar days for voluntary compliance. These referred to the plots of Marlene Rivas González (file 1671-2026), María del Carmen Orge Cal (1579-2026), Avelino Fernández González (1802-2026), Victoria Teijeiro Martínez (1858-2026) and Marcelino Álvaro Blanco (1082-2026).
Impact for owners
The publication of these edicts directly affects owners of rural land in Ponte Caldelas, who may see the City Council carry out the work on their behalf and bill them for it, with an amount that in the most serious case reaches 3,240 euros. The obligation to manage biomass is part of the forest fire prevention strategy in Galicia, and non-compliance opens the door to forced execution and the repercussion of costs, in addition to possible sanctions.
