Ponferrada destina 25.574 euros a subvencionar actividades y sedes vecinales

The Ponferrada City Council has announced grants totaling 25,574 euros destined for the municipality’s neighborhood associations, with two purposes: the carrying out of activities and the maintenance and rental of social headquarters. The call is approved by resolution dated October 27, 2026, by the Delegate Councilor for Social Welfare and is published as an extract in the Official Gazette of the Province of León no. 209, dated November 4, 2026, with the reference BOP-LE-2026-209008. Interested entities may submit their applications between November 9 and 23, 2026.

The call is processed under a competitive bidding regime and aims to encourage the participation of residents in matters of public citizen interest. The regulatory bases are the General Grant Ordinance of the Ponferrada City Council, published in the Official Gazette of the Province of León on March 5, 2005. The extract is disseminated in accordance with articles 17.3.b and 20.8.a of the General Grants Law 38/2003, of November 17, and the full text can be consulted in the National Grants Database with the identifier BDNS 939363.

A budget of 25,574 euros in two blocks

The money is divided into two items with their own rules and maximum caps per project:

  • Neighborhood association activities: maximum budget of 12,574 euros.
  • Line 1: expenses for leisure activities linked to the maintenance of traditions of the El Bierzo Region or the neighborhood where they are held, such as magostos, neighborhood gatherings, San Juan bonfires, or traditional festivities. Maximum of 500 euros per project and only one activity funded per entity.
  • Line 2: activities of an educational, welfare, integrative, equality-promoting, citizen participation-promoting, and informative nature, such as talks, courses, congresses, volunteering projects, seminars, or the acquisition of material for repairs of general interest. Maximum of 1,000 euros per project and up to two activities.
  • Rental and maintenance of premises: maximum budget of 13,000 euros, with a cap of 1,500 euros per entity for utilities, painting of the premises, cleaning, insurance, and non-inventoriable consumable materials.
  • The acquisition of inventoriable material is expressly excluded: furniture, computers, printers, or household appliances.

Who can apply for the aid

Beneficiaries may be neighborhood associations registered in the Municipal Registry of Associations of the Ponferrada City Council, within the scope of Citizen Participation, before the start date of the application period. Entities that have received other grants from this City Council in the current year for the same purpose are excluded.

From November 9 to 23: fifteen days to apply

The submission period is extended for 15 calendar days, from November 9, 2026, inclusive, to November 23, 2026, inclusive. The expenditure schedule has a relevant peculiarity:

  • The execution period for the subsidized activities spans from January 1 to December 31, 2026, and only invoices and supporting documents from that fiscal year are accepted.
  • The justification must be submitted by January 31, 2027.
  • This deadline may be extended for another 15 days by agreement of the competent body, the Mayor-President, provided that the rights of third parties are not prejudiced and the request is submitted before January 31, 2027.

Participation, cohesion and networking

The specific objectives set by the call for the distribution of funds are:

  • To strengthen the social and neighborhood fabric of the city and revitalize the collective life of the neighborhood.
  • To promote spaces open to debate, the exchange of ideas, and the development of proposals.
  • To facilitate social cohesion within the municipality.
  • To promote networking between associations and between these and institutions, especially with Neighborhood Boards, neighborhood mayors, and citizens.
  • To influence training and information on civic behavior and encourage volunteering to recover spaces in the neighborhood, town, or city.
  • To facilitate adequate attention to residents.

The call arrives with the fiscal year practically closed, as it finances expenses incurred between January and December 2026, leaving associations a margin of barely fifteen calendar days to gather the documentation. The caps per project—500, 1,000, and 1,500 euros—limit the actual scope of each entity and turn the distribution into a local call, oriented toward sustaining the daily activity of the neighborhood movement of Ponferrada rather than financing large projects.
