Polish government creates team to coordinate deregulation legislation

The Council of Ministers has overhauled the machinery that steers Poland’s deregulation agenda, adopting Resolution No. 177 of 31 August 2026, published in the Monitor Polski of 2 September 2026 (item 891). The resolution amends the earlier Resolution No. 20 of 4 March 2025 on the coordination of the legislative process implementing deregulation, and formally creates a dedicated body to run it.

The new instrument establishes the Team for the Coordination of the Legislative Process Implementing Deregulation (“the Team”), giving it a clear institutional anchor and a defined chairmanship. The measure enters into force on the day of its publication.

A new coordinating body

The core change replaces the opening provision of the 2025 resolution so that the Team is expressly created, and then rewrites the composition and working rules set out in the annex to that resolution. The Team is placed under the leadership of the President of the Government Legislation Centre (Rządowe Centrum Legislacji), who chairs its work.

• The chair of the Team is the President of the Government Legislation Centre.
• A Vice-President of the Government Legislation Centre designated by the President serves as a member.
• That Vice-President may be substituted in the Team’s work by another Vice-President designated by the President.

Continuity and substitution rules

The resolution also tightens the rules for running the Team when the chair is absent. Under the amended provisions, if the chair cannot lead the proceedings, the work is directed by a member of the Team designated by the chair, or by an authorised representative.

The changes are procedural in nature and do not alter the substantive scope of the deregulation effort, which continues to involve all ministries and institutions engaged in preparing and implementing the deregulation of Polish law. The resolution was signed by Prime Minister Donald Tusk and takes effect immediately upon publication.

Why it matters

By giving the coordination of the deregulation process a single, clearly chaired body, the government signals that cutting red tape remains a priority and that a central point of accountability is needed to keep the legislative pipeline moving. For businesses and citizens, the practical effect is a more predictable and faster path for the deregulation measures that are meant to simplify administrative burdens across the economy.
