Poland updates aid guidelines for agricultural producer organisations

The Minister of Agriculture and Rural Development, S. Krajewski, announced on 4 September 2026 amended detailed guidelines for granting, paying and recovering financial aid under intervention I.13.2 of the Strategic Plan for the Common Agricultural Policy (CAP) 2023–2027, which concerns the creation and development of producer organisations and groups of agricultural producers. The communication was published in Monitor Polski on 9 September 2026, position 905.
The announcement is based on Article 6(7)(2) of the Act of 8 February 2023 on the Strategic Plan for the Common Agricultural Policy 2023–2027 (Journal of Laws 2024, item 1741; 2025, item 321; and 2026, item 305). The amended guidelines, identified as MRiRW/PSWPR 2023–2027/12(4), were issued under Article 6(2)(3) of the same act and have been posted on the Ministry’s website dedicated to the CAP Strategic Plan, in the “Wytyczne, Wytyczne szczegółowe” (Guidelines, Detailed guidelines) section.
The Strategic Plan for the Common Agricultural Policy 2023–2027 is the national framework through which Poland implements the reformed CAP, allocating EU and national funds to support farmers, rural development and the competitiveness of the agri-food sector. Intervention I.13.2 is one of the sectoral measures aimed at strengthening the bargaining position of agricultural producers through collective organisation.
Scope of the intervention
Intervention I.13.2 supports the creation and development of producer organisations and groups of agricultural producers, a key instrument of the Polish CAP Strategic Plan for the 2023–2027 programming period. The revised guidelines set out the detailed conditions and procedures for the granting, payment and recovery of the financial aid, updating the previous version of the document. The document covers the main aspects of the support:
- the conditions for granting financial aid to producer organisations and groups of agricultural producers;
- the procedures for the payment of the aid;
- the rules for the recovery of amounts unduly paid.
Legal framework and issuing body
The Minister of Agriculture and Rural Development heads the government administration department for rural development, in accordance with § 1(2)(2) of the Regulation of the President of the Council of Ministers of 25 July 2025 on the detailed scope of activity of the Minister of Agriculture and Rural Development (Journal of Laws, item 1000). The guidelines are published on the official government portal gov.pl, under the section dedicated to the CAP Strategic Plan 2023–2027.
