Poland launches 2026 farm advance payments from 8 September

The Minister of Agriculture and Rural Development has ordered the payment of advance subsidies for 2026 under the Strategic Plan for the Common Agricultural Policy 2023–2027, with disbursements to begin on 8 September 2026. The regulation, signed by Minister S. Krajewski and published in Dziennik Ustaw of 3 September 2026 (item 1173), sets the advance at 75% of the estimated rate for most aid types and 85% for others.
The measure is based on Article 50(1) of the Act of 8 February 2023 on the Strategic Plan for the Common Agricultural Policy 2023–2027. It applies to farmers who filed their 2026 aid applications, with the animal-welfare payment excluded from the 75% advance. The regulation enters into force the day after its publication.
Advance levels and scope
Farmers who applied for aid under Article 20(1) and (2) of the Act receive advances equal to 75% of the estimated rate, calculated on the area, number of animals, or tobacco raw-material reference quantity confirmed by administrative checks. Those applying under Article 20(3) or (4) receive 85% of the rate.

Estimated rates per hectare
The regulation fixes the estimated rates used to compute the advances, varying by crop and measure:
- Basic income support (Article 20(1)(a)): 436.23 zł/ha
- Redistributive payment (Article 20(1)(b)): 179.12 zł/ha
- Payment for young farmers (Article 20(1)(c)): 248.70 zł/ha
- Legumes for seed: 878.45 zł/ha; fodder crops: 421.55 zł/ha; starch potatoes: 1,549.16 zł/ha
- Sugar beet: 1,258.37 zł/ha; tomatoes: 2,055.44 zł/ha; hops: 1,843.14 zł/ha; strawberries: 1,465.77 zł/ha
- Flax: 429.92 zł/ha; fibre hemp: 124.73 zł/ha
- Honey plants: 1,111.35 zł/ha; land taken out of production: 522.30 zł/ha
- Integrated production: orchards 1,414.74 zł/ha, berries 1,276.48 zł/ha, arable 603.00 zł/ha, vegetables 1,276.48 zł/ha
- Organic farming (microbiological plant-protection products): 371.08 zł/ha; (microbiological fertiliser products): 92.76 zł/ha
- Water retention on permanent grassland: 260.69 zł/ha
- Carbon farming and nutrient management: 92.76 zł per point
- Seed material: cereals 110.38 zł/ha, legumes 179.04 zł/ha, potatoes 462.89 zł/ha
- Payment under Article 20(1)(f): 941.42 zł/ha
Rates per animal and supplementary payments
For livestock, the estimated rates are set per head:
- Cattle payment: 318.83 zł per animal; cow payment: 407.91 zł per female
- Sheep: 108.91 zł per female; goats: 47.57 zł per female
- Supplementary basic payment: 48.04 zł/ha
- Decoupled tobacco payment: 1.92 zł per kilogram of light Virginia and Burley tobacco and of air-cured dark tobacco
The advances are paid from 8 September 2026, within the limits of the funds earmarked in the European and national budgets for the common agricultural policy. For Polish farmers, the early disbursement of 75–85% of their 2026 support provides crucial liquidity ahead of the harvest season, easing cash-flow pressure while the final payment amounts are settled.
