Territorial Policy publishes 7 million in direct grants for the second quarter

The Regional Ministry of Territorial Policy, Territorial Cohesion and Water of the Government of the Canary Islands has made public the list of grants awarded without competitive bidding during the second quarter of 2026, for a combined amount exceeding 7 million euros. The publication is carried out through an announcement from the Technical General Secretariat dated August 28, 2026, signed in Las Palmas de Gran Canaria by the technical general secretary, Antonio Elías López Gulías, and appears in the Official Gazette of the Canary Islands number 180, dated September 8, 2026.

The obligation to publicize these aids derives from Article 31.1 of Law 12/2014, of December 26, on transparency and access to public information, which refers to the General Grants Law 38/2003, of November 17. In section c), it is specified that the list of grants awarded without competition, including the beneficiary, amount, and purpose, must be published quarterly in the official gazette within the month following the close of each calendar quarter, also stating the reasons justifying the absence of a public call.

Channeling of the Barranco de la Carnicería

The most prominent item corresponds to the channeling of the Barranco de la Carnicería in San Cristóbal de La Laguna, with a grant of €2,000,000.00 awarded to the City Council of San Cristóbal de La Laguna through award order no. 105/2026, dated May 12. The justification for the direct award is based on Article 22.2, section a), of Law 38/2003, which covers grants specifically provided for by name in the budgets.

Digitalization of the water cycle in small municipalities

Five city councils of municipalities with fewer than 20,000 inhabitants receive aid for the digitalization of the water cycle, all granted on May 19, 2026, and based on Article 21.1.b) of Decree 36/2009, on an exceptional basis for reasons of public, social, or economic interest. The total of these five grants amounts to €2,346,552.15:

• City Council of La Villa de Agaete (no. 113/2026): €837,211.30.
• City Council of Artenara (no. 114/2026): €255,707.93.
• City Council of La Aldea de San Nicolás (no. 115/2026): €417,165.42.
• City Council of Tejeda (no. 116/2026): €483,740.42.
• City Council of Valleseco (no. 117/2026): €352,727.08.

Supply and telemetry works

Two larger-scale projects complete the list. The Frontera City Council receives €555,544.00 (no. 118/2026, of May 21) for the execution of the work to improve the water supply network on Merese Street. For its part, the Insular Water Council of La Palma obtains €2,144,314.99 (no. 153/2026, of June 16) for the telemetry control project of the general canal LP-I (Barlovento-Fuencaliente) aimed at flow optimization, also under the exceptional regime of Decree 36/2009.

The publication of this list reinforces the transparency commitment of the Canarian Administration, by allowing citizens to know the destination of public funds granted directly. Investments in piping, water digitalization, and telemetry directly impact the management of a strategic resource in the archipelago, and their quarterly monitoring in the official bulletin facilitates the social control of these grants.
