Executive Branch renews the Board of Directors of Correos de Costa Rica

The Executive Branch appointed Laura Virginia Moreno Ramírez and Jeannette Díaz Rojas as representatives of the Executive Branch to the Board of Directors of Correos de Costa Rica S. A. and ratified Gerardo Alonso Elizondo Bolaños as the representative of the Chamber of Commerce of Costa Rica on that body. The appointments are effective from August 31, 2026, to August 30, 2030, and were formalized in Executive Agreement No. 013-MP, published in La Gaceta No. 180 on Thursday, September 24, 2026 (reference IN202601125550).

The agreement was signed by the President of the Republic, Laura Fernández Delgado, and the Minister of the Presidency, Rodrigo Chaves Robles, based on articles 140 paragraph 20) and 146 of the Political Constitution, articles 25, 27, and 28 of the General Law of Public Administration, Law No. 6227, and articles 2 and 7 of the Postal Law, Law No. 7768 of April 24, 1998, as well as article 7 of the Regulations to the Postal Law, Executive Decree No. 27238-G.

Law No. 7768 creates Correos de Costa Rica S. A. as a public company organized as a corporation whose assets belong entirely to the State, and sets the number of members of its Board of Directors at five: four appointed by the Executive Branch and one by the Board of Directors of the Chamber of Commerce of Costa Rica, all for four-year terms.

The four articles of the agreement

• Article 1: appoints Laura Virginia Moreno Ramírez, ID 1-0905-0369, and Jeannette Díaz Rojas, ID 6-0166-0659, as representative members of the Executive Branch.
• Article 2: ratifies Gerardo Alonso Elizondo Bolaños, ID 1-0928-0540, as the representative of the Chamber of Commerce of Costa Rica.
• Article 3: communicates that the full composition of the Board of Directors consists of Alejandro José Cortés Ojeda (1-0638-0433), Paula Gómez Varela (30403-0053), Laura Virginia Moreno Ramírez (1-0905-0369), Jeannette Díaz Rojas (6-0166-0659), and Gerardo Alonso Elizondo Bolaños (1-0928-0540).
• Article 4: establishes the term of office from August 31, 2026, to August 30, 2030.

Public competition and replacement of previous representatives

The appointment is the result of an open public competition of credentials held from July 17 to 23, 2026, to fill the vacancies starting August 31, 2026, in accordance with articles 17 and 18 of Law No. 8422, Law Against Corruption and Illicit Enrichment in Public Office, and the Regulations for the selection and evaluation of candidates for positions on the governing body of state-owned enterprises, Executive Decree No. 41516-MP.

The Governing Council, in session CG-019-2026 on August 26, 2026, agreed upon the appointments after verifying compliance with the requirements of Article 7 of Law No. 7768. On that same day, the Costa Rica Chamber of Commerce, in its ordinary Board of Directors session No. 12, appointed Gerardo Alonso Elizondo Bolaños as its representative.

The new members replace Sucy Moreno Amador and Harold Montero Solano, who were appointed via Executive Agreement No. 020-MP, published in Supplement No. 204 to La Gaceta No. 183 on September 27, 2022, whose term spanned from September 19, 2022, to August 30, 2026.

Mandatory publication in the official gazette

Article 7 of Executive Decree No. 27238-G obligates the Executive Branch to communicate, through publication in the official gazette, the names of all members of the Board of Directors of Correos de Costa Rica S. A., a requirement that is fulfilled with the insertion of the agreement in the September 24, 2026 edition. The agreement was issued at the Presidency of the Republic on August 28, 2026, and is published only once.

The renewal defines the leadership of the state postal company, responsible for the national postal service, for four years and closes the selection process opened after the expiration of the previous mandate. With the publication in La Gaceta, the new Board of Directors is formally enabled to hold sessions and adopt agreements on behalf of the company.
