Poder Ejecutivo nombra tres representantes ante la junta directiva de JASEC

The Executive Branch appointed Ericka Arias Mora, Rodolfo Angulo Cedeño, and Belisario Solano Solano as its representatives to the Administrative Board of the Municipal Electric Service of Cartago (JASEC), whereby this governing body is now in a position to begin its functions. The appointment was formalized through Agreement No. 014-MP, published in La Gaceta No. 190 on Thursday, October 8, 2026, within the Agreements of the Executive Branch (official reference IN202601131007).

The agreement was signed in San José on September 24, 2026, by the President of the Republic, Laura Fernández Delgado, and by the Minister of the Presidency, Rodrigo Chaves Robles. It is based on articles 140, subsections 8) and 20), and 146 of the Political Constitution, as well as articles 25 subsection 1, 27 subsection 1, and 28 subsection 2, paragraph b, of the General Law of Public Administration, Law No. 6227 of May 2, 1978.

The appointment is further supported by article 3 of the Law for the Creation of the Administrative Board of the Municipal Electric Service of Cartago, Law No. 3300 of July 16, 1964, fully reformed by Law No. 7799 of April 30, 1998. According to the recitals of the agreement, JASEC is a legal entity of Public Law, of a non-state nature, with full legal capacity, its own assets, and financial, administrative, and technical autonomy for the fulfillment of its duties.

The three designated representatives

Article 1 of the agreement details the appointments corresponding to the Executive Branch:

  • Ericka Arias Mora, identity card No. 1-0921-0761.
  • Rodolfo Angulo Cedeño, identity card No. 7-0081-0542.
  • Belisario Solano Solano, identity card No. 3-0239-0828.

Board composition and four-year term

According to recital III, the Administrative Board of the Municipal Electric Service of Cartago is composed of seven members: three appointed by the Executive Branch and four appointed directly by the Municipal Council of the Central canton of the province of Cartago. The members of the Board of Directors are appointed for four-year terms.

The Executive Branch justified the measure based on the need for the body to begin its functions, considering it appropriate to complete the representation that corresponds to it on the institution’s board of directors.

Validity and commencement of functions

Article 2 of Agreement No. 014-MP establishes that the appointment is effective from the swearing-in of the designees until May 8, 2030. With these three appointments, the Executive Branch’s quota in the governing body of JASEC is covered, while the remaining representation depends on the Municipal Council of Cartago.

The publication was made in the Agreements section of the Executive Branch, under the Ministry of the Presidency, in edition No. 190 of La Gaceta, corresponding to Thursday, October 8, 2026.

The composition of the JASEC board of directors is decisive for the governance of the electrical service of the central canton of Cartago: the ordinary administrative decisions of the municipal electric company depend on that body. With the appointment of its three representatives, the Executive Branch ensures its share of participation for a period extending until May 2030, such that the agreement establishes the balance of power in the leadership of the institution for the coming years.
