Plentzia's San Nikolas fairs will award 22 sales stalls and one booth

Plentzia City Council has approved the call and regulatory bases for the awarding of sales stalls for the 2026 San Nikolas agricultural fair, via Mayor’s Decree 584/2026, dated September 11. The call was published in the Official Gazette of Bizkaia, issue number 180, on September 21, 2026, with the official reference BOB-2026a180-(II-4850). The period for submitting applications and registration documentation is 30 calendar days, counting from the day following the publication of the bases in the official gazette, that is, from September 22 to October 21.

The San Nikolas fair will take place during the festivities on December 6, 2026, and the call was signed by Mayor Aitor Garagarza Cambra in Plentzia, on September 11, 2026. The bases remind that the organization of fairs and markets and consumer defense are municipal competencies, and that the law regarding commercial activity mandates that sales outside of establishments —including temporary markets at fairs— must be regulated by the municipalities within their territory. Municipal authorization to sell is mandatory, and no sales may be carried out without a permit.

22 stalls and one booth, by product type

The fair has two modalities: stalls for the exhibition and sale of food products and ornamental plants, on one hand, and booths, on the other.

• Exhibition and sales stalls: 22 in total.
• Booths: 1, awarded and assembled with its own structure.
• Vegetables: 3 stalls.
• Txakoli and cider: 1 stall.
• Honey: 1 stall.
• Bread, sweet cakes, and confectionery: 3 stalls.
• Cheeses: 3 stalls.
• Fish preserves and semi-preserves: 1 stall.
• Other agriculture-related products: 4 stalls.
• Artisans: maximum 8 stalls, each bringing their own stall and a tent no larger than 3x3.

Interested parties for vegetable and bread, sweet cake, and confectionery stalls may request two stalls, and a maximum of 6 “double” stalls may be granted. If a stall remains vacant, the number between modalities may be changed according to the scoring.

Application period and method

The application is made via the form prepared by the council, which includes the name of the contact person, business name, address, municipality, telephone, product type and sales modality, and the agricultural holding registration number. The form can be collected at the town hall or downloaded from the www.plentzia.eus website.

The following documentation must be submitted along with the application:

• Photocopy of DNI, NIE or CIF.
• Tax registration for economic activities.
• Updated certificate of being up to date with Social Security obligations.
• Updated certificate of being up to date with Provincial Treasury obligations.
• If there are employees, documentation proving the employment relationship.
• Documentation and proof of payment for compulsory civil liability insurance.
• Registration in the Registry of Agricultural Holdings.
• In the case of food products, food handler’s card and required permits.

The application may be submitted at the town hall offices —Plaza Astillero, s/n— only in the case of natural persons, or through the electronic procedures on the municipal website. If the application or documentation is incomplete, the interested party will be given a period of 10 business days to correct the error; otherwise, it will be understood that the application has been withdrawn.

Scoring and selection

Selection criteria are evaluated by scoring, and local and regional products have the highest weight.

• Local and regional products: Plentzia 8 points, Uribe 4 points, Bizkaia 2 points, others 1 point.
• Products made from raw materials from their own agricultural holding: 6 points.
• Organic products: 5 points.
• Slow Food or quality brands —Eusko Label, Idiazabal protected designation of origin, Bizkaiko Txakolina protected designation of origin, Euskal Sagardoa protected designation of origin and equivalents—: 5 points.

The scoring is applied in each group according to the main product. In the event of a tie in scoring, the allocation of stalls will be done by lottery. Once the registration period has ended, it will be resolved by Mayoral Decree and announced on the municipal website; rejected applications will form a waiting list, according to the score.

Conditions for the fair day

The fair’s schedule is from 10:00 AM to 2:00 PM, and during that interval, the stall must be properly assembled and operational. Stalls must be disassembled and collected by 9:00 PM, and must have support plates, tent weights, and a width of 1.5 meters around them. Awardees must display the identification card provided by the council visibly, and show the prices for each product on a visible sign. Hygiene and safety conditions are specified in the annexes of the bases, and alcoholic beverages may not be sold to those under 18 years of age.

This call renews the direct sales channel aimed at the agricultural sector of Plentzia and surrounding producers, prioritizing local products and the “short circuit.” The availability of 22 stalls and one booth allows small farms to participate in the San Nikolas festival market, provided that municipal permits and hygiene requirements are met.
