Plasencia notifies the ruin of the property of José María Barrios Rufo
Por FactBox Admin

The Plasencia City Council has published in the Official Gazette of the Province of Cáceres the notification of file OEC 33/2026, an open execution order due to the state of abandonment of a ruinous property at number 1 José María Barrios Rufo Street in the city. The announcement appears in issue 0209 of the gazette, corresponding to Friday, October 30, 2026, in Section I - Local Administration, pages 24699 and 24700, with the official reference BOP-2026-5097.
The notification is addressed to the parties interested in the procedure, whom the announcement itself declares to be unknown. According to the published text, the file is being processed as “Preliminary Actions” within the obligations of maintenance and conservation of the property, and its origin lies in a complaint from the “Río Jerte” neighborhood association regarding the state of abandonment of the building, described as a “ruinous building, with open doors and filth.”
A building without traceable owners
The City Council justifies the edictal publication on the grounds that “the full identity, ID (DNI), and residential address of the property owner” are unknown, as well as “those persons who may be interested in the property.” The data recorded in the announcement are as follows:
- Address: José María Barrios Rufo Street, 1, Plasencia.
- Cadastral reference: 7953410QE4375D0001DH.
- Owner recorded in the file: Ginés Valeriano.
- Procedure: OEC 33/2026, preliminary actions on maintenance and conservation obligations.
- Described state of the property: ruinous building, with open doors and filth.
Publication in the BOP and the state notice board
The notification is based on articles 44 and 45 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations. Therefore, the act is published both in the Official Gazette of the Province of Cáceres and in the Single Edictal Notice Board of the Official State Gazette (TEU-BOE).
The announcement specifies that the notification “shall be understood as produced and shall take effect from the day following its publication.” The document does not detail deadlines for allegations nor the specific works or measures that will be required, details which must be included in the processing of the file.
Consultation of the file and resolving body
Interested parties who prove such status may consult the file in person at municipal offices:
- Body: Plasencia City Council, Department of Architecture and Urbanism.
- Unit: urban planning discipline.
- Location: second floor of Calle del Rey, s/n, Plasencia.
The announcement was signed in Plasencia on October 23, 2026, by the mayor, David Dóniga Estévez, and bears the verification seal of the provincial gazette.
Impact for the neighborhood
The publication makes public a conflict that until now had only existed within the neighborhood: the “Río Jerte” association informed the City Council of the deterioration of a building that affects the safety and image of the urban environment, and the council has already opened a file to demand its conservation. Since the owners could not be identified or located, the processing is proceeding via edictal notice, which is slower and takes effect the day after its insertion in the bulletin. The notification is the first formal step for the Plasencia City Council to be able to require the repair of the property and, if applicable, intervene upon it; file OEC 33/2026 remains, according to the announcement itself, in the preliminary proceedings phase.
