Plasencia allocates 8,000 euros to the Municipal LGTBI Office in 2026

The Plasencia City Council and the Triángulo de Extremadura Foundation have signed the collaboration agreement for the 2026 fiscal year to maintain the city’s Municipal LGTBI Office, endowed with 8,000.00 euros. The agreement was approved by the Local Government Board in the session of September 18, 2026, and signed by the parties on September 23, 2026. The text is published as an annex in the Official Gazette of the Province of Cáceres number 0184, dated Friday, September 25, 2026, with the official reference BOP-2026-4466.

Approval, signature, and publication

The announcement, signed in Plasencia on September 24, 2026, by the mayor-president, David Casimiro Dóniga Estévez, orders the publication of the agreement and refers interested parties to the full text deposited on the website of the National Grants Database (BDNS), under the General State Comptroller.

The agreement is formalized under Article 2 and Article 25.2.e) of Law 7/1985, of April 2, regulating the Bases of Local Regime, and Article 15 of Law 3/2019, of January 22, on the Guarantee of Municipal Autonomy of Extremadura. The signing parties are the Plasencia City Council and the Asociación Fundación Triángulo de Extremadura, with CIF G-81393548, represented by Silvia Tostado Calvo as the project manager.

Financing and validity

The Plasencia City Council will finance the program with 8,000.00 euros charged to budget item 0108 23118 48932 of the 2026 municipal budget, titled “Agreement with Asociación Triángulo Extremadura”. The submitted economic project also amounts to 8,000.00 euros, meaning the municipal contribution covers 100% of the budget.

• Payment: the entity will receive 100% of the grant upon the signing of the agreement, in accordance with Article 34.3 of Law 38/2003, of November 17, General Law on Subsidies.
• Guarantees: none will be required, given the non-profit nature of the association and the social nature of the program.
• Validity: from January 1 to December 31, 2026.
• Eligible expenses: those incurred between January 1 and December 31, 2026, for personnel and service maintenance.
• Justification: a simplified justification account submitted to the City Council within a maximum period of three months from the end of the validity period.
• Compatibility: the grant is incompatible with other public aid for the same purpose.

The six activities of the office

The agreement details the actions to be carried out by the Municipal LGTBI Office of Plasencia:

• Activity 1: direct care service for people of the LGBTI collective and their affective environments.
• Activity 2: dissemination of the Municipal LGTBI Office.
• Activity 3: awareness actions on LGBT visibility.
• Activity 4: LGTBI culture and support for the FanCineGay programming.
• Activity 5: rapid HIV detection test, in the health area.
• Activity 6: creation of a coordination space for educational intervention with the city’s educational centers.

The project is supported by the work of the Servicio Plural, a care service for the LGBTI population of Extremadura and their affective environments that has provided specialized services for nearly ten years, such as the Office against LGBT discrimination. Its services include legal and labor advice, self-help groups, and mediation with families, youth, and adolescents, as well as work with parent-teacher associations (AMPAs), secondary schools, the UEx, the University for Seniors, Popular Universities, and Parenting Schools. It also includes the Observatory of Homoparenting in Extremadura and the LGBT Information and Documentation Center.

The hiring of the necessary personnel is the exclusive responsibility of the Fundación Triángulo de Extremadura, without generating any labor obligation or link for the Plasencia City Council. The distinctive elements of the City Council must appear in the advertising, and the grant must be made public through an identifying poster in the association’s premises, social networks, or website.

Relevance

The agreement consolidates for one more year the only municipal office for the LGTBI collective in Plasencia, with full funding from the City Council and 100% coverage of the project budget. The publication in the Official Gazette of the Province of Cáceres and the communication to the BDNS complete the transparency required by the grant regulations, while guaranteeing the continuity of advisory, awareness, and HIV detection services in the city and its rural surroundings.
