Biomethane plant in Adanero opens for environmental public information

The Regional Ministry of Agriculture, Livestock, Rural Environment, and Environmental Policy of the Junta de Castilla y León has agreed to open for public consultation the application for environmental authorization and the environmental impact study for a project involving a biomethane production plant and a digestate valorizable as an organic product with high fertilizer value, in the municipality of Adanero (Ávila). The announcement is published in the Official Gazette of Castilla y León number 177, dated September 11, 2026, pages 131 and 132, with reference BOCYL-D-11092026-177-16.
The project is promoted by Nortiben Green Energy XII, S.L. and will be located on plots 64 and 70 of Polygon 502 of Adanero, under file 057-25-AAÁV. The processing is based on the consolidated text of the Law on integrated pollution prevention and control (Royal Legislative Decree 1/2016), Law 21/2013 on Environmental Assessment, and the consolidated text of the Environmental Prevention Law of Castilla y León (Legislative Decree 1/2015).
A circular economy project with ordinary environmental assessment
The facility falls under heading 5.4 of the Industrial Emissions Regulation (Royal Decree 815/2013), relating to the recovery of non-hazardous waste with a capacity exceeding 75 tons per day through biological treatment. Due to its nature, the project is subject to ordinary environmental impact assessment at the request of the promoter, as it is included in Annex II of Law 21/2013 (Group 9 b) and in Group 4 f) of the energy industry.
The objective is to produce biomethane from organic waste and obtain a digestate valorizable as an organic product with high fertilizer value, a circular economy model that revalues waste into energy and fertilizer for the agricultural sector of the region.
Period for allegations and consultation locations
During a period of thirty business days, starting from the day following the publication of the announcement, the file may be examined Monday to Friday from 9:00 AM to 2:00 PM at the following locations:
- General Directorate of Environmental Policy, C/ Rigoberto Cortejoso 14, Valladolid.
- Territorial Environmental Service of Ávila, Paseo del Císter 1.
- Website of the Junta de Castilla y León: jcyl.es/informacion-publica-ambiental.
Interested parties may submit allegations and observations, as well as participate in the procedure in accordance with Article 37 of Law 21/2013 and Article 14 of Royal Legislative Decree 1/2016. Allegations shall be submitted to the General Directorate of Environmental Policy, preferably using the form enabled on the website, indicating the file number 057-25-AAÁV as a mandatory requirement.
Signature and relevance for the region
The announcement was signed in Valladolid on August 28, 2026, by the Director General of Environmental Policy, José Guirao Sola. The initiative, which has a strong environmental and community focus, opens a participatory process in which the residents of Adanero and the La Moraña region can express their views on a project that combines renewable energy generation and waste management, with potential implications for the rural environment.
