Plan approves the new drinking water tax ordinance

The Plan City Council has finalized the modification of the Fiscal Ordinance regulating the drinking water service fee, as no claims were submitted during the public information period. The agreement, signed by Mayor José Serveto Matías, is published in the Official Gazette of the Province of Huesca number 165, dated August 31, 2026, with reference BOPH-2026-165010.
The modification affects Article 5 of the ordinance, regarding the bases and tariffs, and establishes new maintenance and consumption fees that will apply to both domestic and industrial uses within the municipality.
Processing and Regulatory Framework
The file began with the initial plenary agreement for modification, which was submitted for public information via an announcement on the Electronic Office, on the notice board, and in the Official Gazette of the Province of Huesca number 245, dated December 30, 2025. Since no objections were registered, the agreement was made final.
The publication is carried out in compliance with Article 70.2 of Law 7/1985, of April 2, Regulating the Bases of Local Regime, which requires the full text of the modification to be made known for general knowledge.
New Maintenance Tariffs
The ordinance sets a differentiated annual maintenance fee according to the type of use:
- Domestic uses in private homes: €15.
- Industrial uses: €30.
Variable Consumption Tariff
The monthly variable fee is calculated based on water consumption, with different progressive brackets for each use:
- Domestic uses:
- From 0 to 25 m³: free.
- From 25 to 50 m³: at €0.25/m³.
- Over 50 m³: at €0.35/m³.
- Industrial uses:
- From 0 to 25 m³: free.
- From 25 to 70 m³: at €0.10/m³.
- Over 70 m³: at €0.35/m³.
Appeals and Deadlines
An administrative-law appeal may be filed against the agreement before the Administrative Litigation Chamber of the High Court of Justice of Aragon, based in Zaragoza, within two months from the day following the publication of the announcement, in accordance with Article 46 of Law 29/1998, of July 13, of Administrative Litigation Jurisdiction.
The new regulation affects all residents and industrial uses of Plan, who will see updated maintenance fees and consumption brackets for the drinking water service, within a framework of updating municipal fiscal ordinances.
