Pinea, 150-megawatt solar plant, opens for public consultation in Cáceres

The Government Delegation in Extremadura, through its Industry and Energy Area, has opened for public consultation the request for modification of the Prior Administrative Authorization, the Declaration of Public Utility, and the Administrative Construction Authorization for the Pinea solar photovoltaic plant, with an installed capacity of 150 MW, along with its evacuation infrastructure. The announcement is published in the Official Gazette of the Province of Cáceres number 174, dated September 11, 2026, with reference BOP-2026-4266, and opens a period of thirty business days to submit allegations.

The project, promoted by the company Proyecto Fotovoltaico Pinea, S.L.U., with registered offices at calle Rosario Pino 14 in Madrid, is located within the municipal boundaries of Coria, Guijo de Coria, and Pozuelo de Zarzón, all in the province of Cáceres. The plant will connect to the electrical grid at the “Zarzón” (Pinofranqueado) transmission substation, 400 kV.

A project with prior administrative progress

The installation already has a favorable Environmental Impact Statement (EIS), formulated by resolution dated August 12, 2025, from the General Directorate of Environmental Quality and Evaluation of the Ministry for the Ecological Transition and the Demographic Challenge, published in the BOE number 207, dated August 28, 2025, with a correction of errors in number 249, dated October 16, 2025. Likewise, on November 12, 2025, the General Directorate of Energy Policy and Mines granted the Prior Administrative Authorization, published in the BOE number 306, dated December 22, 2025.

On June 8, 2026, the promoter requested the admission for processing of the modification of said prior authorization, the declaration of public utility, and the construction authorization. The competent substantive body to resolve is the General Directorate of Energy Policy and Mines, while the processing corresponds to the Industry and Energy Area of the Government Delegation in Extremadura.

Technical characteristics of the installation

The material execution budget of the project amounts to 86,662,396.83 euros. Following the modifications, the plant will be configured with the following infrastructures:

• Pinea photovoltaic plant: 300,840 modules of 615 Wp, with a peak power of 185.017 MWp, connected to 54 transformation centers and 468 inverters of 320 KVA; the installed power is 150 MW and the power delivered at the connection point is limited to 136 MW.
• Coria Villetas-Pinea Substation, at 400 kV, with expansion for the future connection of a battery energy storage system (BESS).
• SET Coria Villetas-CS Guijo Line: 400 kV single-circuit overhead line, 5,546.71 meters long, with 19 supports.
• CS Guijo-CS Pozuelo Line: 400 kV overhead line, 6,276.85 meters long, also with 19 supports, and the Pozuelo sectioning center.

The photovoltaic plant affects the districts of Coria and Guijo de Coria, while the evacuation infrastructure runs through Guijo de Coria and Pozuelo de Zarzón. The promoter waives the prior authorization for the evacuation from the Pozuelo sectioning center to the Zarzón substation, as it will be processed jointly with community-level files.

How to submit allegations

Interested parties may consult the preliminary projects and technical administrative projects via the link provided in the announcement, and submit allegations within thirty business days from the day following publication. Allegations shall be addressed to the Industry and Energy Area (code EA0040560) through the Common Electronic Registry, in person at the Government Sub-delegation in Badajoz (Avenida de Europa 1), by appointment, or by the means set forth in article 16.4 of Law 39/2015. All must cite file PFot-1122 in the subject line, under the heading “Allegations to Project PSF Pinea PFot-1122”.

The Declaration of Public Utility, in accordance with Law 24/2013 of the Electricity Sector, will imply the need for occupation of assets and urgent occupation for the purposes of article 52 of the Compulsory Expropriation Law, therefore the announcement includes the list of affected assets and rights.

The publication represents a relevant milestone for the Cáceres region, as it involves a high-power installation with a wide territorial reach affecting three municipalities and numerous owners. The result of the public information process will condition the viability of a project that combines photovoltaic generation, storage, and an extensive 400 kV evacuation network, with environmental and expropriation implications for the residents of the area.
